SEPTEMBER 1, 1998 EIGHTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 1, 1998 at 9:00 A.M. Board members present were Batcheller, Boykin, Burnight, Clausen and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Board Secretary, and Ann Long, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

Motion by Burnight second by Clausen to approve the Regular Board Minutes of August 25, 1998 as submitted. Carried 5-0.

Motion by Batcheller second by Boykin to approve the Executive Session #1 of August 25, 1998 as submitted. Carried 5-0.

Motion by Clausen second by Boykin to approve the Executive Session #2 of August 25, 1998 as submitted. Carried 5-0.

The Board approved the separation of Eden R. Kinnaman, Temporary Clerk, County Auditor/Recorder, effective 08/14/98. End of Temporary Employment. Copy filed.

The Board approved the appointment of Amy C. Egdorf, Temporary Clerk, County Auditor/Recorder, @$8.63/hr., effective 09/01/98. Not to exceed 120 days. Copy filed.

The Board approved the separation of Jason N. Neyhart-Steffen, Temporary Summer Laborer, Secondary Roads, effective 08/14/98. End of Temporary Employment. Copy filed.

The Board approved the reclassification of Jennifer L. Fuentes, F/T Youth Worker, Juvenile Detention, @$10.85/hr., effective 9/01/98. In-house posting: 8-18-98. Salary level: Current Wage, from p/t to F/t position. Copy filed.

Motion by Boykin second by Burnight to set the Public Hearing and Sale of Real Estate Parcel #093390 on September 15, 1998 at 10:15 A.M. Carried 5-0.

NOTICE OF PROPERTY SALE
Parcel # 093390

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:
Triangle Tract Lying East of West Hundred feet (W 100 ft) and West of East Thirty-nine feet (E 39 ft) Lot Thirty-four (34) Being Forty-one feet (41 ft) Six inches (6 in.) on North Side Eighty feet (80 ft) on West Side Ninety-two feet (92 ft) on East Side and Lying Between Harvey and Dillion Tract Lot Thirty-Four (34) Block One (1) of Chase and Taylor Addition, City of Sioux City (aka 1202 17th St.)
NOW THEREFORE,


BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 15th day of September, 1998, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 15th day of September, 1998, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $339.00 plus recording fees.

4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Motion by Boykin second by Batcheller to authorize the Chairman to sign an application for use of Highway Right-of Way for Underground Tile Line. Carried 5-0.

Motion by Batcheller second by Boykin to approve the plans for Project L-1192, a stream structure designed by NRCS. Carried 5-0.

Motion by Clausen second by Burnight to authorize the Chairman to sign Juvenile Crime Prevention Community Grant Contract . Carried 5-0.

Consensus was to include the restoration of stencil paintings at the base of the Dome in a Grant Application.

Consensus was to direct Larry Ericsson to proceed with processing change order #4 for the Courthouse Preservation Project, Phase III.

Motion by Boykin second by Batcheller to approve the request to place the Silent Witness display in the Courthouse and in the Law Enforcement Center for the week of October 5-11, 1998 by the Council on Sexual Assault and Domestic violence. Carried 5-0.

Motion by Boykin second by Batcheller to approve the recommendation of the Board Administrative Coordinator on County Logos on vehicles and to include the new lettering. Carried 5-0.

Motion by Batcheller second by Burnight to authorize the Chairman to sign the New Jobs and Income Program Annual Progress Report for Kind & Knox Gelatine, Inc. Carried 5-0. Copy filed.


Motion by Clausen second by Burnight to accept their recommendation of the report by the Computer Consultants on Public Safety Software. Carried 4-1. Batcheller negative.

Motion by Clausen second by Boykin to approve the payment of the judgement for Paradise City dated the 24th of August, 1998. Carried 5-0.

Motion by Boykin second by Burnight to go into Executive Session per Iowa Code 21.5(1)(a). Carried 5-0 on roll call vote.

Motion by Clausen second by Batcheller to go out of Executive Session. Carried 5-0 on roll call vote.

The Board adjourned the meeting until September 8, 1998.
