FEBRUARY 6, 2001THIRTIETH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 6, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Victoria L. Ritz, Deputy/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Welte to approve the minutes of the Special Meeting of January 22, 2001 as submitted. Carried 5-0.

Motion by Walish second by Clausen to approve the Board minutes of January 30, 2001 as submitted. Carried 4-0, Welte abstained.

Motion by Clausen second by Walish to approve the minutes of Executive Session #1 of January 30, 2001, as submitted. Carried 4-0, Welte abstained.

Motion by Clausen second by Welte to approve the minutes of Executive Session #3 of January 30, 2001, as submitted. Carried 5-0.

The Board approved the appointment of Robert F. Norris, P/T Youth Worker, Juvenile Detention, @$11.13/hr., effective 2-7-01. Job Vacancy Posted: 11-29-00. Entry Level Salary: $11.13/hour. Copy filed.

The Board approved the reclassification of Lisa R. Beckwith, Motor Vehicle Clerk II, County Treasurer, @$9.86/hr., effective 2-16-01. Per AFSCME Cthouse, Contract agreement, from Grade 4.5, Step 1 to Grade 4.5, Step 2. Copy filed.

The Board approved the reclassification of Beverly J. Smith, Correctional Officer, County Sheriffs Dept., @$15.00/hr., effective 2-19-01. Per DSA Contract agreement, from Class 1 to Senior Class. Copy filed.

The Board approved the reclassification of Sheryl K. Skaff, Court Security Officer, County Sheriffs Dept., @$14.37/hr., effective 2-19-01. Per DSA Contract agreement, from Class 2 to Class 1. Copy filed.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign a resolution approving the Tax Suspension for N.J.C. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES

WHEREAS, Norma J. Campbell, as titleholder of real estate located at 1501 28th Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #136095

West Half (W 1/2) Lots Sixteen (16), Seventeen (17), Eighteen (18) Block Four (4) Dundee Place Addition

WHEREAS, Norma J. Campbell as titleholder of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

SO RESOLVED this 6th day of February, 2001.

RESOLUTION ACCEPTING AND APPROVING BLENDERMAN ADDITION,
WOODBURY COUNTY, IOWA.

WHEREAS, THE OWNERS AND PROPRIETORS DID ON THE 22ND DAY OF JANUARY, 2001, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION A CERTAIN PLAT DESIGNATED AS BLENDERMAN ADDITION, WOODBURY COUNTY, IOWA; AND

WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND

WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND

RESOLUTION ACCEPTING AND APPROVING PLEASANT ACRES ADDITION,
WOODBURY COUNTY, IOWA.

The Board discussed preliminary plats for Lacina Subdivision.

Motion by Batcheller second by Clausen to approve preliminary plats for Lacina Subdivision subject to an access being added to the final plats that meets the County Engineers criteria. Carried 5-0. Copy filed.

The Board discussed preliminary plats for Shepherds Hill Subdivision.

Motion by Walish second by Batcheller to approve preliminary plats for Shepherds Hill Subdivison per recommendation of the Zoning Commission. Carried 5-0. Copy filed.

Action on contracts with Gordon Recovery and Siouxland Mental Health for the Diversion and Recovery Team (DART) Grant was postponed.

Motion by Batcheller second by Welte to approve the Woodbury County Sheriffs Office application for FY 2001 Bulletproof Vest Program Grant. Carried 5-0. Copy filed.

Motion by Welte second by Batcheller to authorize the Chairman to sign a contract for 2001 Maintenance Gravel Program per recommendation of the County Engineer. Carried 5-0. Copy filed.

Postponed action to approve funding for Decategorization Coordinator until next week.

Dennis Butler, Budget/Tax Analyst, County Auditors Office, discussed revenues, expenditures, cash balances and tax levy with the Board.

Motion by Clausen second by Walish to use $150,000 of Riverboat funds and $150,000 of Infrastructure funds to meet the matching requirement for the Phase 4 Courthouse Remodeling Grant. Carried 4-1, Welte opposed.

Motion by Batcheller second by Welte to reinstate $45,000 for new voter registration software to be reinstated in the Election Administration budget and funding for the software will be out of General Supplemental Reserves. Carried 5-0.

Motion by Welte second by Batcheller to purchase a dump truck for Conservation in the amount of $60,000 to be taken out of Infrastructure funds. Carried 5-0.

Motion by Welte second by Clausen to reduce the transfer from the General Supplemental fund to the Self-Liability Insurance fund in the amount $250,000 resulting in a net transfer of $750,000. Carried 5-0.

Motion by Welte second by Batcheller to use $250,000 in General Supplemental Cash Reserves to help offset a portion of the $750,000 transfer to the Self-Liability Insurance fund. Carried 5-0.

Motion by Welte second by Walish to take out the $2,500 allocation for Golden Hills that was part of the Board of Supervisors dues and memberships (Line Item 001-9001-490-4801) and move the allocation to the Rural Assistance fund. Carried 5-0.

Motion by Clausen second by Walish to reduce all travel, meals, and school of instruction line items to the current FY 2001 levels. The net result of these reductions are $16,828 in the General Basic fund, $850 in General Supplemental, and $200 in Rural Basic fund. Carried 5-0.

Motion by Clausen second by Batcheller to transfer funds from the Prairie Hills facility under the Sheriffs Department to the Prairie Hills facility under the Building Services Department in the amount of $25,000. Carried 5-0.

Motion by Welte second by Walish to correct the January 2, 2001 minutes to reflect the $2,500 reduction out of the Treasurers Motor Vehicle Department budget instead of the Treasurers Tax Department budget. Carried 5-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Bernita Ankerstjerne of Sergeant Bluff addressed the Board concerning the snowplow hitting her mailbox four times.

Leesa McNeil spoke regarding the conference room renovation in the basement.

Motion by Batcheller second by Welte to go into Executive Session #1 per Iowa Code Section 20.17(3). Carried 5-0 on roll call vote.

Motion by Batcheller second by Welte to go out of Executive Session #1. Carried 5-0 on roll call vote.

The second Executive Session was cancelled.

Motion by Batcheller second by Welte to go into Executive Session #3 per Iowa Code Section 21.5(1)(c). Carried 5-0 on roll call vote.

Motion by Clausen second by Welte to go out of Executive Session #3. Carried 5-0 on roll call vote.

The Board adjourned the regular meeting until February 13th, 2001.
