OCTOBER 22, 2002SEVENTEETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 22, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Sonya Pierce, Executive Secretary, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Batcheller to approve the Board minutes of October 15, 2002 as submitted. Carried 5-0.

The Board approved the appointment of Darwin D. Clupper, Assistant County Attorney, County Attorney Dept., @$39,100/year, effective 10-23-02. Job Vacancy Posted: 8-21-02. Salary Range: $39,100-$45,312/year. Copy filed.

There was no action taken to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Real Estate/Drainage Ditch Clerk II, County Auditor/Recorder Dept. Entry Level AFSCME Cthouse Contract: Grade 3, Step 1: $10.26/hour.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign FY03 Agreement for Siouxland Regional Transit System. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to authorize the Chairman to sign FY02-03 Community Services Contract. Carried 5-0. Copy filed.

Motion by Walish second by Boykin to authorize the Chairman to sign First Amendment to State of Iowa Lease Agreement for lease of office space located on the fourth floor of the Trosper-Hoyt County Services Building. Carried 5-0. Copy filed.

John Malloy, Director Information Technology WCICC, discussed with the Board business continuity for local government.

Bid letting was held at 10:20 a.m. for Project L-79273-97.

Bids were as follows:

Christensen Bros., Cherokee, IA $285,441.70
Dixon Construction, Correctionville, IA $242,954.87
Elk Horn Construction, Sergeant Bluff, IA $311,293.74
Graves Construction, Melvin, IA $257,579.21

There were no further bids.

Motion by Batcheller second by Boykin to award the contract to Dixon Constructin, Correctionville, IA, for Project L-79273-97, subject to the review of the county engineer. Carried 5-0. Copy filed.

Robert M. Lee, RML Architects L.L.C., discussed with the Board programming and design of the Woodbury County Jail expansion.

Motion by Boykin second by Batcheller to approve an agreement with RML Architects not to exceed $250,000.00 to provide a design and information on an expansion of the county jail. Carried 5-0. Copy filed.

Mr. Boykin excused himself at 10:50 a.m.

The Board discussed proposed Woodbury County paving policy with Richard Storm, county engineer.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until October 29, 2002.
