MAY 15, 2007TWENTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 15, 2007 at 9:00 a.m. Board members present were Batcheller, Clausen, Monson, and Walish; Boykin was absent. Staff members present were Denise Fletcher, Executive Secretary/Public Bidder, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Monson second by Batcheller to approve the Board minutes of the May 8, 2007 meeting as submitted. Carried 3-0; Clausen abstained. Copy filed.

The Board approved the appointment of Luke S. Jenkins, Temporary Summer Laborer, Secondary Roads Dept., $8.00/hour effective 05/16/2007. Job vacancy posted 03/05/2007. Salary range: $7.50-$9.50/hour, based on experience with Woodbury County. Copy filed.

The Board approved the appointment of Cody F. Forch, Temporary Summer Laborer, Secondary Roads Dept., $8.00/hour effective 05/21/2007. Job vacancy posted 03/05/2007. Salary range: $7.50-$9.50/hour, based on experience with Woodbury County. Copy filed.

The Board approved the appointment of Landen M. Wright, Temporary Summer Laborer, Secondary Roads Dept., $7.50/hour effective 05/21/2007. Job vacancy posted 03/05/2007. Salary range: $7.50-$9.50/hour, based on experience with Woodbury County. Copy filed.

The Board approved the end of probation for James D. Amick, Equipment Operator, Secondary Roads Dept., $16.55/hour effective 05/22/2007. Per CWA contract agreement, 3% end of probation salary increase. Copy filed.

Motion by Monson second by Batcheller to approve and authorize the Chairman to sign a Resolution approving tax abatement for Siouxland Community Christian School, for parcel #561285, GIS #894719379010 for the tax years of 2004/2005, 2005/2006, and 2006/2007. Carried 4-0.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Siouxland Community Christian School is the titleholder of real estate Parcel #561285 located in Woodbury County, Iowa and legally described as follows:

Parcel # 561285

Auditors Plat St. Vincent Sub- Division South West 19-89-47 West 383.9 Feet Lot 24 LL-SC Comm 89-47

WHEREAS, the above stated property has taxes owing for the 2004/05, 2005/06 and 2006/07 tax year and the parcel is owned by Siouxland Community Christian School and

WHEREAS, the organization, namely the Siouxland Community Christian School is failing to immediately pay the taxes due; and

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and any future taxes that may be levied against this parcel; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

SO RESOLVED this 15th day of May, 2007.

Motion by Batcheller second by Monson to approve lifting the tax suspension for Dolores Saide, 3700 28th Street Lot #480, Sioux City, Iowa, per her request. Carried 4-0.

Motion by Monson second by Clausen to approve a cigarette/tobacco sales permit for Shop-N-Go, 1863 Highway 141, Sloan, Iowa, effective 07/01/2007 through 06/30/2008. Carried 4-0. Copy filed.

Motion by Batcheller second by Monson to award the bid for a single-axle flat bed truck, for Secondary Roads Dept. to Great Plains International, Sioux City, IA, for an International 7300 at $78,550.00, less trade-in of $2,000.00, for a net bid of $76,550.00, per recommendation of the County Engineer. Carried 4-0. Copy filed.

Motion by Clausen second by Batcheller to approve amendment #1 to the Secondary Roads Department budget for fiscal year 2007, per recommendation of the County Engineer. Carried 4-0.

The Board reviewed proposed fiscal year 2007-2008 tax levies for various drainage districts with the County Engineer.

Motion by Batcheller second by Monson to approve and authorize fiscal year 2007-2008 drainage levy assessments for various drainage districts under the direct control of Woodbury County, as follows:

Bennett-McDonald $ 1,000.00

Orton Slough $ 1,500.00
Smithland $ 1,000.00
Upper Wolf Creek $ 1,000.00
Weber Creek $ 500.00
Wolf Creek $ 2,000.00

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until May 22, 2007.
