MAY 19, 2009TWENTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 19, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Walish second by Boykin to approve the Board minutes of the 05/12/2009 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the appointment of Cody E. Christiansen, Temporary Summer Laborer, Secondary Roads Dept., $8.00/hour, effective 05/20/2009. Not to exceed 120 days. Copy filed.

The Board approved the appointment of Jeffrey M. Grell, Temporary Summer Laborer, Secondary Roads Dept., $8.00/hour, effective 05/20/2009. Not to exceed 120 days. Copy filed.

The Board approved the appointment of Benjamin L. Handke, Temporary Engineering Aide, Secondary Roads Dept., $9.00/hour, effective 05/20/2009. Not to exceed 120 days. Copy filed.

The Board approved the appointment of Kyle A. Grieme, Temporary Summer Laborer, Secondary Roads Dept., $8.50/hour, effective 05/26/2009. Not to exceed 120 days. Copy filed.

The Board approved the appointment of Rebecca J. Bliven, Recorder Clerk II, County Auditor/Recorder Dept., $12.56/hour, effective 05/26/2009. Job vacancy posted 03/03/2009. Entry level salary: $12.56/hour. Copy filed.

The Board approved the appointment of Drew A. Conover, Temporary Summer Laborer, Secondary Roads Dept., $8.00/hour, effective 06/01/2009. Not to exceed 120 days. Copy filed.

Ed Gilliland of Gallagher Benefit Services gave a presentation to the Board on a Woodbury County employee wellness program.

Motion by Boykin second by Monson to receive the appointment of Angie Anderson, 1138 Mason Avenue, Pierson, Iowa, as Woodbury County Extension Council Member, to fill the office previously held by Jon Saylor. Carried 5-0. Copy filed.

A public hearing was held regarding an ordinance re-zoning a portion of GIS parcel #894235100011. The Chairman called on anyone wishing to be heard.

Motion by Boykin second by Monson to close the hearing. Carried 5-0.

Motion by Smith second by Monson to approve suspending the second and third reading of the ordinance. Carried 5-0.

Motion by Monson second by Boykin to approve and receive for signatures an ordinance approving the re-zoning of GIS parcel #894235100011 from agricultural preservation to general commercial. Carried 5-0. Copy filed.

A public hearing was held regarding an ordinance re-zoning GIS parcel #884728400004. The Chairman called on anyone wishing to be heard.

Motion by Boykin second by Walish to close the hearing. Carried 5-0.

Motion by Smith second by Boykin to approve suspending the second and third reading of the ordinance. Carried 5-0.

Motion by Boykin second by Monson to approve and receive for signatures an ordinance approving the re-zoning of GIS parcel #884728400004 from agricultural preservation to agricultural estate. Carried 5-0. Copy filed.

The Board reviewed final platting of Hinkel Addition first filing (minor subdivision), GIS parcel #884728400004, with Planning and Zoning Administrator John Pylelo.

Motion by Boykin second by Monson to postpone action to approve and authorize the Chairman to sign final platting for Hinkel Addition first filing, GIS parcel #884728400004, per recommendation of John Pylelo. Carried 5-0.

The Board reviewed fiscal year 2009 public heath services alternative plans for skilled nursing visits, immunizations, and communicable disease follow-up, with Linda Drey, Siouxland District Health Department.

Motion by Boykin second by Walish to approve the alternative plans, per recommendation of Linda Drey, Siouxland District Health. Carried 5-0.

The Board reviewed bids received for a pavement marking project with County Engineer Mark Nahra. The bids were as follows:

Dakota Traffic Services, LLC, 1889 Highway 20, Lawton, Iowa: $106,590.00

Iowa Plains Signing, Highway 210 W, Slater, Iowa: $141,325.00

KAM Line Highway Markings, 53245 150th Street, Gilbert, Iowa: $104,500.00

Vogel Traffic Services, 1920 Albany Place SE, Orange City, Iowa: $99,960.00

Motion by Boykin second by Smith to award the bid to Vogel Traffic Services, 1920 Albany Place SE, Orange City, Iowa in the amount of $99,960.00, per recommendation of the County Engineer. Carried 5-0.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a contract for Correctionville Road resurfacing project #ESFM(107), per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Smith second by Walish to approve and authorize the Chairman to sign a contract and bond for L37 resurfacing project #ESFM(108), per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign a final payment voucher for project #BROS-CO97(84), per recommendation of the County Engineer. Carried 5-0.

Motion by Boykin second by Smith to approve and authorize the Chairman to sign a permit for installation of underground utilities requested by the City of Sioux City, for work on 155th Street, per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Board reviewed quotations received by the County Engineer for two new motor graders for fiscal year 2010.

Motion by Boykin second by Monson to submit the quotations to the county engineer for review and recommendation. Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until May 26, 2009.
