JANUARY 25, 2011 — THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 25, 2011 at 10:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Tripp. Staff members present  were:  Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Tripp second by Smith to approve the minutes of the January 18, 2011 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the appointment of Jason Carlson, Engineering Technician I, Secondary Roads Dept., $18.36/hour, effective 01-26-11.  Per Job Vacancy Posted:  11-10-10.  Entry Level Salary:  $18.36/hour.  Copy filed.
 
The Board approved the Reclassification of Anabel Verdin, P/T Youth Worker, Juvenile Detention Dept., $19.45/hour, effective 02-06-11.  Per AFSCME Juvenile Detention Contract agreement, from Grade 1, Step 3 to Grade 1, Step 4. Copy filed.
 
Motion by Boykin second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Jail Sergeant, Sheriff Dept., C.W.A. Civilian Officers:  $23.46/hour.   Carried 5-0.   Copy filed.

Motion by Smith second by Clausen to approve the De-Authorization of Sr. Tax Clerk II – Grade 3, Treasurer Dept.   Carried 5-0.   Copy filed.

Motion by Clausen second by Tripp to approve and receive for signatures a Resolution naming depositories for the County Treasurer Dept.  Carried 5-0.

BE IT RESOLVED by the Woodbury County Board of Supervisors in Woodbury County, Iowa:  That we do hereby designate the following named banks to be depositories of the Woodbury County funds in amounts not to exceed the amount named opposite each of said designated depositories and Michael Clayton, Woodbury County Treasurer is hereby authorized to deposit the Woodbury County funds in amounts not to exceed in the aggregate the amounts named for said banks as follows, to wit:

Motion by Boykin second by Clausen to approve lifting the tax suspension for Hank Bosteder, 3700 28th St. Sioux City, due to property sale.  Carried 5-0.

Motion by Clausen second by Boykin to approve and Authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #393435, 719 29th St , Sioux City.  Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lots 8 and 9, Block 22, Peirce’s Addition to Sioux City, Iowa in the       
County of Woodbury and State of Iowa
(717 29th Street)

NOW THEREFORE,
 
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
      the 8th Day of February, 2011 at 10:15 o’clock a.m. in the meeting
      room of the Board of Supervisors on the first floor of the Woodbury
      County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
      public auction to be held on the 8th Day of February, 2011, immediate        
      following the closing of the public hearing.
     
3.   That said Board proposes to sell the said real estate to the highest
        bidder at or above a total minimum bid of $3,097.00 plus recording fees.

Motion by Boykin second by Tripp to go into closed session for General Relief Appeal for Donnie L. Scott per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

Motion by Boykin second by Smith to go out of closed sessions per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

Motion by Boykin second by Smith to provide General Relief services to Donnie L. Scott in the amount of $300.00.  Carried 5-0.

Motion by Clausen second by Boykin to go into closed session under Iowa Code Section 20.17.  Mr. Tripp declared a conflict and excused himself.  Carried 4-0 on a roll-call vote.

Motion by Boykin second by Clausen to go out of closed sessions per Iowa Code Section 20.17.  Carried 4-0 on a roll-call vote.

Motion by Boykin second by Smith to receive the WCICC Information Technology budget reduced by $65,463 .  Carried      5-0.

Motion by Boykin second by Smith to receive the Recorder/Vital Stats budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the Auditor’s Administration budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the Election Administration (General Supplemental) budget reduced by $600.00.  Carried 5-0.

Motion by Boykin second by Clausen to receive the General Election budget reduced by $6,943.00.  Carried 5-0.

Motion by Smith second by Boykin to receive the School Elections budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the City/Primary Elections budget as submitted.  Carried 5-0.

Motion by Boykin second by Tripp to receive the City/General Elections budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the 113 Records Management (non-tax funds) budget and the 114 Recorders Electronic Fees (non-tax funds) budget as submitted.  Carried 5-0.

Motion by Smith second by Boykin to reduce the Human Resource General Basic reduced by $2,367.  Carried 5-0.

Motion by Smith second by Boykin to receive the Human Resource General Supplemental budget as submitted.  Carried   5-0.

Motion by Boykin second by Smith to receive the Human Resource Risk Management Services budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the Emergency Services Emergency Services Allocation budget reduced by $4,812.  Carried 5-0.

Motion by Boykin second by Smith to receive the Emergency Services Animal Control (Rural Basic) budget as submitted. Carried 5-0.

Motion by Smith second by Boykin to receive the Mental Health Services General Basic as submitted.  Carried 5-0.

Motion by Boykin second by Clausen to receive the Debt Service Revenues, Principal Payments, and Interest Payments budgets as submitted.  Carried 5-0.

The Board recessed for lunch.

Motion by Smith second by Tripp to receive the County Attorney-Administration budget reduced by $26,126.00.  Carried 5-0.

Motion by Boykin second by Smith to receive the County Attorney-Edward Byrne Grant budget as submitted.  Carried 5-0.

Motion by Clausen second by Boykin to receive the County Attorney-Juvenile Division budget reduced by $470.  Carried   5-0.

Motion by Tripp second by Boykin to receive the County Attorney-Jury Witness budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the County Attorney Forfietures (Non Tax Funds) budget as submitted.   Carried 5-0.  

Motion by Smith second by Tripp to receive the Soil Conservation (Rural Basic) budget reduced by $2,600.00.  Carried 5-0.

Motion by Boykin second by Tripp to receive the Planning and Zoning (Rural Basic) budget as submitted.  Carried 5-0.

Motion by Smith second by Boykin to receive the Planning and Zoning Mapping –GIS budget reduced by $2,000.  Carried  5-0.

Mr. Clausen excused himself at 1:30 PM.

Motion by Boykin second by Tripp to receive the Department of Human Services General Basic budget reduced by $36,500.  Carried 4-0.

Motion by Boykin second by Smith to receive the Township Trustees (Rural Basic) budget as submitted.  Carried 4-0.

The Board adjourned the regular meeting until February 1, 2011.
