AUGUST 19, 2014 — THIRTY FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 19, 2014 at 10:00 a.m.  Board members present were Clausen, Smith, Boykin, Monson, and Tripp.   Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick Gill, Auditor/Clerk to the Board.

The meeting was called to order.  

Motion by Clausen second by Monson to approve the minutes of the 08/12/2014 Board meeting.  Carried 4-0; Tripp abstained.  Copy filed.  

Motion by Tripp second by Monson to approve the County’s claims totaling $617,501.55.  Carried 4-0; Boykin abstained.  Copy filed.

Motion by Smith second by Tripp to approve the reclassification of Cornelia Venable-Ridley, Asst. County Attorney, County Attorney Dept., effective 08/26/14, $55,714/year, 5%=$2,677/year. Per AFSCME Asst. Co. Attorney Contract agreement, from Step 1 to Step 2.  Carried 5-0.  Copy filed.

Presentation and discussion of bids for Courthouse Safety and Security Cameras for awarding of bid.  The bids are as follows:

Electronic Engineering failed to follow the instruction in the RFQ

TSI    $32,991

Quality    $16,028.50 w/3 year warranty

Electric Innovations  $11,542.08 w/3 year warranty

Motion by Monson second by Tripp to award the contract to Electronic Innovations for $11,542.08.  Carried 5-0. 

Motion by Tripp second by Clausen to approve the additional years of warranty coverage for the 4th and 5th year for $2,300.00.  Carried 5-0. 

The Board discussed the staffing of nurses in the jail with Sheriff Dave Drew and representatives of Mercy Medical Business Services.  Copy filed.

A public hearing was held at 10:15 a.m. for the sale of property parcel #004755 (117 Sioux St., Unit A).

Then the Chairperson called on anyone wishing to be heard.

Motion by Tripp second by Monson to close the public hearing.  Carried 5-0.

There were no bids offered for the purchase of this parcel.

A public hearing was held at 10:17 a.m. for the sale of property parcel #004740 (117 Sioux St., Unit B).

Then the Chairperson called on anyone wishing to be heard.

Motion by Clausen second by Tripp to close the public hearing.  Carried 5-0.

There were no bids offered for the purchase of this parcel.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for parcel #623925, 108 4th Ave, Sioux City.  Carried 5-0.

RESOLUTION #12,046

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot 4 in Block 16 Day’s First Addition to the City of Oto, Woodbury County, Iowa

(108 4th Ave)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 2nd Day of September, 2014 at 10:15 o’clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 2nd Day of September, 2014,  immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $217.00 plus recording fees.

RESOLUTION THANKING AND COMMENDING

KEVIN WEST

FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Kevin West has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department  for 26 years from May 17, 1988 to August 29, 2014; and

WHEREAS, the service given by Kevin West as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Kevin West  for his  years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Kevin West.

WHEREAS, Ronald Uhl has capably served Woodbury County as an employee of the Woodbury County Secondary Roads Department  for 25 years from August 1, 1989 to September 5, 2014; and

WHEREAS, the service given by Ronald Uhl as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Ronald Uhl for his years of service to Woodbury County; and

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign an Underground Utility Permit for Schaller Telephone Company.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

There was a discussion of overtime expenses with the Sheriff for high profile murder courses.

Motion by Tripp second by Monson to go into closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

Motion by Clausen second by Tripp to go out of closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until August 26, 2014.
