NOVEMBER 29, 2016, FORTY THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 29, 2016 at 4:30 p.m.  Board members present were Monson, Ung, Taylor, Smith, and Clausen.  Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Coordinator, Ed Gilliland, Human Resources Director, Abigail Sills, Assistant County Attorney and Patrick Gill, Auditor /Clerk to the Board.

The meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence. 

There were no citizen concerns.

Motion by Monson second by Ung to approve the Agenda for November 29, 2016.  Carried 5-0.  Copy filed.

Motion by Clausen second by Ung to approve the minutes of the November 22, 2016 Board meeting.  Carried 5-0.  Copy filed.

Motion by Ung second by Taylor to approve the claims totaling $318,765.60.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to approve the reclassification of Melissa Thomas, Amin. Assistant, Human Resources Dept., effective 11-21-16, $47,476/year, .05%=$229/yr.  Salary Increase to comply with DOL Code.; the other of Connie Barrett, Mental Health Advocate, Sioux Rivers Dept., effective 11-21-16, $17.93/hour.  Schedule hours change from 24 to 32 hours per week.; the separation of Sharon Hefty, Clerk II, Auditor/Recorder Dept., effective 11-22-16.  Separation.; and the promotion of Dennis Alioth, Jail Sergeant, County Sheriff Dept., effective 12-01-16, $26.68/hour, 10%=$2.56/hr.  Promotion to Jail Sergeant.  Carried 5-0.  Copy filed.

Motion by Monson second by Ung to authorize the Chairperson to sing the Authorization to initiate the hiring process for P/T Courthouse Safety & Security Officer, County Sheriff Dept., Comparability with AFSCME Grade 3:  $15.64=$17.18/hour.  Carried 5-0.  Copy filed.

There was no action taken to approve and authorize the Chairperson to sign a Resolution setting the public hearing date and sale of parcels #058860 & #058875, 1123 W. 14th St.

Motion by Clausen second by Monson to receive the Auditor’s Quarterly Report for July1 ,2016 through September 30, 2016.  Carried 5-0.  Copy filed.

Motion by Monson second by Taylor to approve the reallocation of CIP and PC replacement funds for Office 365 migration.  Carried 5-0.  Copy filed.

The Chairperson reported on day to day activities.

A public hearing was held at 4:40 p.m. for Woodbury County Courthouse 2016 Steam Trap Service and replacement project.

Motion by Smith second by Ung to close the hearing.  Carried 5-0.

Motion by Monson second by Ung to authorize Resource Consulting Engineers to seek bids for Siouxland District Health Boiler replacement and circulation system alterations.  Carried 5-0.  Copy filed.

Motion by Monson second by Ung to approve Resource Consulting Engineers Steam Trap Service Project engineering and design proposal.  Carried 5-0.  Copy filed.

The Board members reported on their committee meetings.

The Board adjourned the regular meeting until December 6, 2016.
