AUGUST 28, 2018, THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 28, 2018 at 4:30 p.m.  Board members present were Ung, De Witt, Pottebaum, Radig, and Taylor (by phone).  Staff members present were Dennis Butler, Budget/Tax Analyst, Heather Satterwhite, Public Bidder, Melissa Thomas, Human Resources Director, and Michelle Skaff, Deputy Auditor/Clerk to the Board.      

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

There were no citizen concerns.

Motion by De Witt second by Ung to approve the agenda for August 28, 2018.  Carried 5-0.  Copy filed.

Motion by De Witt second by Ung to approve the following items by consent:

To approve minutes of the August 21, 2018 meeting.  Copy filed.

To approve the claims totaling $1,023,279.87.  Copy filed.

To approve the appointment of Richard Ellison to the Woodbury County Civil Service Commission.  Copy filed.

To approve the appointment of Caleb Edwards, Sheriff Deputy, County Sheriff Dept., effective 08-29-18, $23.70/hour.  Appointment by County Sheriff.; the other of Brad Carlson, P/T Courthouse Safety & Security Officer, County Sheriff Dept., effective 09-01-18. Paid personal days & holiday hours change to 3 hours per holiday/personal day.; the other of Rocky De Witt, P/T Courthouse Safety & Security Officer, County Sheriff Dept., effective 09-01-18.  Paid personal days & holiday hours change to 3 hours per holiday/personal day. the other of Wendy Erickson, P/T Courthouse Safety & Security Officer, County Sheriff Dept., effective 09-01-18.  Paid personal days & holiday hours change to 4 hours per holiday/personal day.; the other of Gregory Shinkunas, P/T Courthouse Safety & Security Officer, County Sheriff Dept., effective 09-01-18.  Paid personal days & holiday hours change to 4 hours per holiday/personal day.; the other of Sheryl Skaff, P/T Courthouse Safety & Security Officer, County Sheriff Dept., effective 09-01-18.  Paid personal days & holiday hours change to 3 hours per holiday/personal day.; the appointment of Jeanne Zyzda, Clerk II, Human Resources Dept., effective 09-05-18, $16.43/hour.  Job Vacancy Posted 7-11-18.  Entry Level Salary:  $16.43/hour.; the reclassification of Jason Weitzel, Custodian, Building Services Dept., effective 09-12-18, $18.69/hour, 8%=$1.42/hr.  Per AFSCME Courthouse Contract agreement, from Grade 1/Step 4 to Grade 1/Step 5.; and the reclassification of Douglas Shupe, District Foremen, Secondary Roads Dept., effective 09-14-18, $71,767.18/year, 2%=$1,453.30/yr.  Per Wage Plan Matrix, 6 year Salary Increase.  Copy filed.

To approve and authorize the Chairperson to sign the Authorization to initiate the hiring process for Motor Grader Operator, Secondary Roads Dept.  CWA:  $23.15/hour.  Copy filed.

To approve the flu shots.  Copy filed.        

To approve the permit to work in the right of way for the Northern Natural Gas.  Copy filed.

Carried 5-0, De Witt abstained from the item involving courthouse security.

Motion by Pottebaum second by Radig to approve ICTS Business Associate Agreement.  Carried 5-0.  Copy filed.

Motion by Radig second by Ung to award the quote for equipment trailer to Murphy Tractor for $63,800.  Carried 5-0.  Copy filed.

Bid letting was held for PCC patching.  The bids are as follows:

Ten Point construction, Denison, IA  $101,085.08

Cedar Falls Construction, Cedar Falls, IA $130,559.75  

Motion by Radig second by Ung to award the bid for PCC patching to Ten Point Construction for $101,085.08.  Carried 5-0.  Copy filed.

Motion by Pottebaum second by De Witt to approve to purchase Lexipol Law Enforcement and Custody Policy Manual and Integrated Daily Training Bulletin Services to be funded by gaming funds in the amount of $49,039.  Carried 4-1; Radig opposed.  Copy filed.

Motion by Radig second by Ung to approve the amended contract with Tyler Technology.  Carried 5-0.  Copy filed.

The Board heard reports on committee meetings.

There were no citizen concerns. 

There were no board concerns.

The Board adjourned the regular meeting until September 4, 2018.
