Under general supervision, performs overall management of parks and natural resource areas within a designated district of the county.  Non-standard work week.  This position is under the direct authority of the County Conservation Executive Director/ Deputy Director and District Resource Manager.

 

 

Essential Functions

The following duties are typical for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.
  • Little Sioux Park location.
  • Managing daily activities at major parks and satellite areas including maintenance and improvement of grounds and facilities
  • Providing for the public safety of area users through law enforcement and effective communication
  • Maintaining and preparing reports and records
  • Supervising assigned personnel
  • Maintaining and using a variety of tools and equipment
  • Assist with preparation of work schedules, supervision, and training of designated staff
  • Assist with keeping detailed, accurate records
  • Collect fees established by the Board
  • Participate in all aspects of facility, grounds and equipment maintenance, repairs and improvements
  • Enforce park rules, state and local laws and ordinances
  • Provide information and assistance to park visitors
  • Assist with maintenance and improvement of undeveloped natural resource areas
  • Maintain required certifications
  • Perform basic plumbing, electrical, carpentry and light construction tasks
  • Perform various other duties related to the scope as assigned by the County Conservation Executive Director and County Conservation Field Operation Director and District Resource Manager
  • Attendance is required.

Essential Knowledge, Experience, and Ability

Minimum Education and Experience Required to Performing Essential Functions: 

  • Bachelor degree from an accredited college or university with major course work in a natural resource related field AND one (1) year work experience in the conservation field; OR a two (2) year Associate degree in a natural resource related field with five(3) years work experience in the conservation field.
  • Ability to work in a variety of weather conditions;
  • Thorough knowledge of County Conservation rules and regulations as well as State Laws
  • Ability to communicate effectively orally and in writing by means of clearly spoken English
  • Ability to manage possibly volatile situations
  • Ability to organize, supervise, and assign work crews and tasks
  • Knowledge of park management practices
  • Ability to prepare and maintain accurate files and reports
  • Ability to skillfully and safely operate and maintain a wide variety of equipment and tools
  • Ability to maintain discipline
  • Knowledge of computer skills to effectively operate Microsoft Office
  • Ability to establish and maintain effective working relationships with Conservation Board, associates and general public
  • Satisfactory driving record and possession of a valid Iowa Commercial Driver's License
  • Basic First Aid and CPR certification
  • Current Certified Peace Officer or ability to obtain certification through Iowa Law Enforcement Academy standards within one (1) year of appointment
  • Ability to obtain a Weapons permit.
  • Ability to obtain and maintain a commercial Pesticide Applicator license.
  • S 130, S 190 Wildland Fire Training
  • Candidate for hire must successfully pass a background check, a physical examination, vision, back screen, hearing screen/test and DOT drug screen(Iowa Law Enforcement Academy Guidelines) prior to employment

Ability to compute rate, ratio, and percent and to draw or interpret graphs. Knowledge of basic bookkeeping principles. Knowledge of legislative requirements related to County systems. Knowledge of County principles and procedures. Conduct or appearance in good keeping with a professional image and/or position of the County. Ability to cope with numerous time sensitive requests from County offices. Equipment Used Operates a variety of heavy equipment, vehicles and power tools, and performs and directs maintenance duties in the park district. Ability to skillfully and safely operate and maintain a wide variety of heavy equipment, vehicles, power tools; chain saws, ladders, Knowledge of computer skills to effectively operate Microsoft Office. Possess knowledge of general office equipment and procedures, computer, typewriter, printers, calculator (10 key), copier, mail process machine and including ability to type rapidly and accurate proofreading. Possess knowledge of anything relating to County Conservation system. Physical ability to work with hands, to stand for extended periods, to perform routine heavy manual labor routine (50 to 85 pounds of dead lifting and to walk stairs carrying 50 pounds) and operation of motor vehicles and equipment Physical Demands This is a physically demanding and physical mobile position requiring the ability to work with hands, to stand for extended periods, to perform routine heavy manual labor (50 to 85 pounds of dead lifting and to walk stairs carrying 50 pounds on a frequent basis) and to use considerable force frequently or constantly to move objects and to work during possibly adverse weather conditions. Horizontal and vertical reaching motion is required. Aptitudes required are those typically associated with operations related to County systems, numerical and forms perceptions, clarity of vision 20” or less to view computer screens and for preparing and analyzing written data and to determining the accuracy and thoroughness of work and observing general surroundings and activities, legal documents and cards; eye/hand/foot coordination, hand and finger dexterity, motor coordination, grasping and repetitive motions, hearing to perceive information at normal spoken word in clearly spoken English. This is physically mobile work requiring operation of motor vehicles and equipment; this worker is subject to inside and outside environmental conditions, atmospheric conditions, travel hazards or hazards encountered while conducting investigations.
