Summary

Appraise improved or unimproved real property to determine value.  Interview persons familiar with property and immediate surroundings such as contractors, home owners, and realtors to obtain pertinent information.  Inspect property for construction, condition, and functional design and take property measurements.  Consider factors such as depreciation, replacement cost, value comparison of similar property, and income potential, when computing final estimation of property value.  Consider location and trends or impending changes that could influence future value of property.  Search public records for transactions such as sales, leases, and assessments.  Photograph interiors and exteriors of property to assist in estimating property value, to substantiate findings, and to complete appraisal report.  Prepare written report, utilizing data collected and submit report to corroborate value established.  Recommend measures to improve performance according to establishment policies and procedures.  This position is under the direct authority of the County Assessor and County Deputy Assessor.

Essential Functions

The following duties are typical for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.
  • Devote full time to the duties of the assessor's office and shall not engage in any occupation or business interfering or inconsistent with such duties
  • List and measure all types of property in the county in accordance with section 441.21 Code of Iowa.(Commercial, Residential, Industrial, agricultural)
  • Make frequent inspections and checks within the jurisdiction of all mobile homes and mobile home parks and make all required and needed reports to carry out the purpose of this section
  • Perform "splits" of property, including identification and valuation of the various divisions of land and property
  • Update and maintain field books
  • Input appraisal data into administrative and valuation computer programs
  • Prepare various reports as required by assessor
  • Calculate information necessary to implement impoundments
  • Assist customers at counter, answer telephone inquiries
  • Assist with tax credit and exemption applications
  • Responsible for answering phone inquiries within scope of responsibility and refers inquiries to proper resource when necessary
  • Responsible for the performance of clerical duties including data entry, updating and maintaining field books
  • Perform various other county assessor assignments as directed by the County Assessor
  • Attendance is required

Essential Knowledge, Experience, and Ability

Minimum Education and Experience Required to Perform Essential Functions:

  • Must possess High School diploma or GED equivalent and be a resident of Woodbury County, Iowa.
  • Must devote full time to the duties of the assessor's office and shall not engage in any occupation or business interfering or inconsistent with such duties
  • Experience in construction and/or appraisal required
  • Computer knowledge and skills required
  • Specific knowledge of a body of rules or operations for a particular functional area or areas such as might be acquired in one
  • to three years of prior related experience.
  • Possess the ability to communicate clearly and tactfully with others
  • Ability to type rapidly and accurately
  • Ability to lift light objects generally weighing 25-40 pounds or less and negligible amount of force frequently or constantly to move objects
  • Must possess valid driver's license and a vehicle available for paid field use
  • Candidate for hire must successfully pass a background check, a physical examination, vision, back screen and drug screening test prior to employment
