JULY 14, 1998 SECOND MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 14, 1998 at 9:00 A.M. Board members present were Batcheller, Boykin, Burnight, Clausen and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Board Secretary.

Meeting called to order

The Claims were approved as presented.

Motion by Burnight second by Clausen to approve the Regular Board Minutes of July 7, 1998 as submitted. Carried 5-0.

The Board approved the reclassification of Rose M. Griffith, Jail Clerk, County Sheriff, @$9.07/hr., effective 7/13/98, Per AFSCME Courthouse Contract Agreement, from Grade 3 Step 2 to Grade 3, Step 3. Copy filed.

The Board approved the reclassification of Anna A. Kounas, Sr. Tax Clerk, County Treasurer, @$10.54/hr., effective 7/15/98, Per AFSCME Courthouse Contract Agreement, from Grade 5 Step 2 to Grade 5, Step 3. Copy filed.

Motion by Boykin second by Batcheller to authorize the Chairman to sign Acceptance Application for Dental Insurance. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to authorize the Chairman to sign Amendment No. 6 to the County Employees Health Insurance Plan (adding Mental Health Parity). Carried 5-0. Copy filed.

Motion by Batcheller second by Burnight to approve and authorize the Chairman to sign an approval of a cigarette permit renewal for Theos at Lawton, IA. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to allow the Sioux City Community Theatre to use the courthouse for filing. Carried 5-0.

The Public Hearing and sale of Real Estate Parcel #524325 was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.

Motion by Clausen second by Batcheller to close the Public Hearing on the sale of Real Estate Parcel #524325 as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on Real Estate Parcel #524325. Sandra Robley bid $2800.00 plus recording fees. There were no further bids.

Motion by Batcheller second by Burnight to accept Sandra Robleys $2800.00 bid plus recording fees for Real Estate Parcel #524325.

RESOLUTION OF THE BOARD OF SUPERVIORS OF WOODBURY COUNTY, IOWA #9093

BE IS RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of: SANDRA ROBLEY SINGLE PERSON

in the sum of TWO THOUSAND EIGHT HUNDRED & NO/100 ($2,800.00) Dollars for the following described real estate to wit:

LOT FIVE (5) BLOCK ONE (1) VINE PLACE ADDITION TO CITY OF SIOUX CITY, WOODBURY COUNTY, IOWA

now and included in and forming a part of the City of SIOUX CITY, Iowa, the same is hereby accepted; said amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said real estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8 (3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County, Treasurer is requested to abate taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of the Board be and he is hereby authorized to execute a Quitclaim Deed for the said premises to the said purchaser.

Motion by Burnight second by Clausen to close the Public Hearing on the sale of Real Estate Parcel #114555 as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on Real Estate Parcel #114555. Dustin D. Biddle bid $117.00 plus recording fees. There were no further bids.

BE IS RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of: DUSTIN D. BIDDLE SINGLE PERSON

in the sum of ONE HUNDRED SEVENTEEN & NO/100 ($117.00) Dollars for the following described real estate to wit:

LOT ONE (1) BLOCK TWENTY-FIVE (25) COLES ADDITION, CITY OF SIOUX CITY, WOODBURY COUNTY, IOWA

now and included in and forming a part of the City of SIOUX CITY, Iowa, the same is hereby accepted; said amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said real estate.

NOTICE OF PROPERTY SALE

Parcel # 145665

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:
Lot Forty-one (41) in Block Three (3) of the Eden Park Addition, City of Sioux City, Woodbury County, Iowa (3319 5th Street)
NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 28th day of July, 1998, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 28th day of July, 1998, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $347.00 plus recording fees.


4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Motion by Burnight second by Boykin to authorize the Chairman to sign a Performance Bond for Spring Creek Addition. Carried 4-0. Copy filed.

Motion by Boykin second by Burnight to approve and authorize the Chairman to sign final plats for McBalt Subdivision. Carried 4-0. Copy filed.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a 28E Agreement for the Division Program. Carried 4-0. Copy filed.

Motion by Boykin second by Burnight to authorize the Chairman to sign a letter of support for the Crittenton Centers application to HUDs Continuum of Care Supportive Housing Program. Carried 4-0.

Motion by Boykin second by Clausen to approve facilitating a project to place a plaque in the Woodbury County Courthouse honoring veterans of World War II, Korean Conflict and the Vietnam War. Carried 4-0.

The Board approved the Auditors Quarterly Report for the 4th quarter ending 6/3/98. Copy filed.

The Board adjourned the meeting until July 21, 1998.
