JUNE 22, 1999 FORTY NINETH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 22, 1999 at 9:00 A.M. Board members present were Batcheller, Clausen, and Walish. Welte and Boykin were absent. Staff members present were Patrick F. Gill, County Auditor/Clerk to the Board, Karen James, Executive Secretary/Public Bidder, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board

Motion by Batcheller second by Clausen to approve the Board minutes of June 15, 1999 corrected to reflect the absence of Walish and Boykin. Carried 2-0. Walish abstained.

Mr. Boykin arrived at 10:03 A.M.

The Board approved the appointment of Patti M. Walsh, M.V. Clerk II, County Treasurer, @$8.76/hr., effective 6/21/99. Job vacancy posted 5/3/99. Entry level salary: $8.76/hour. Copy filed.

The Board approved the reclassification of Faye E. Hill, Clerk II, Planning & Zoning, @$10.29/hr., effective 7/1/99. Per AFSCME Courthouse Contract agreement, from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.

The Board approved the reclassification of Richard P. Hustig, Law Librarian, Board Administration, @$9.82/hr., effective 7/1/99. Per AFSCME Courthouse Contract agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.

The Board approved the transfer of Tony L. Holmberg, Maintenance, Building Services, effective 7/2/99. Transferring to County Sheriffs Department. Copy filed.

The Board approved the appointment of Tony L. Holmberg, Correctional Officer, County Sheriff, @$11.50/hr., effective 7/5/99. Job Vacancy Posted: 5/5/99. Entry Level Salary: $11.59/hr. Copy filed.

Motion by Boykin second by Walish to authorize Chairman to sign the Authorization to Initiate Hiring Process for a Court Security Officer, In-House Posting, County Sheriff, transfer at current rate of pay and Maintenance, Building Services, AFSCME Grade 3: $8.51-$11.22/hr., based on experience. Carried 4-0. Copy filed.

Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign renewal of liquor license for Theos Inc., Lawton, IA. Carried 4-0. Copy filed.

Motion by Boykin second by Batcheller to set the Public Hearing and Sale of Real Estate Parcel #474630 on July 6, 1999 at 10:15 AM. Carried 4-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa is the owner under a tax deed of a certain parcel of real estate described as:

Lot Four (4) Block Six (6) So. Smiths Villa Addition, City of Sioux City, Woodbury County, Iowa
(a.k.a. 1410 Villa Street)

NOT THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 6th day of July, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 6th day of July, 1999, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $1,500.00 plus recording fees.

4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Motion by Boykin second by Batcheller to approve the expenditure to replace the roof of the building at the old county home. Carried 4-0.

Motion by Batcheller second by Boykin to approve the recommendation of the County Engineer to accept the bid for Motor Grader Letting from Ziegler Cat to furnish two (2) Catepiller Motor Graders and Swaney Equipment Co. to furnish one (1) John Deere Motor Grader. Carried 4-0. Copy filed.

Motion by Boykin second by Walish to approve the recommendation of the County Engineer to accept the quote for two SnowPlow Wings from Swaney Equipment Co. for $9,476.00. Carried 4-0. Copy filed.

Motion by Boykin second by Walish to approve the recommendation of the County Engineer to accept quote for 1999 Maintenance Traffic Painting Program from Quad States/Diamond Vogel Carried 4-0. Copy filed.

Motion by Boykin second by Walish to adjourn the Board of Supervisors Meeting to convene Drainage District Trustees Meeting for the districts the Board has under its jurisdiction. Carried 4-0.

Motion by Boykin second by Batcheller to approve the FY 1999-2000 drainage assessments for various drainage district under the jurisdiction of the Board of Supervisors as submitted by the county engineer. Carried 4-0.

Motion by Batcheller second by Boykin to approve the Employment Contract for operation of the Wolf Creek Pumping District for 1999 Crop Year. Carried 4-0.

Motion by Boykin second by Walish to adjourn Drainage District Meeting to convene Board of Supervisors Meeting. Carried 4-0.

Reconvene regular Board meeting.

Motion by Boykin second by Walish to approve School Based Officers Contracts for FY 2000 for Woodbury County with the Sioux City Community School District. Carried 4-0. Copy filed.

Motion by Batcheller second by Boykin to approve School Based Officers Contracts for FY 2000 for Woodbury County with the Sergeant Bluff/Luton Community School District. Carried 3-0. Clausen passed. Copy filed.

Don Lord discussed Sloans Urban Renewal Plan.

Bob Knowler gave an update on the Treasurers Office.

Five minute recess.

Motion by Batcheller second by Walish to go into Executive Session per Iowa Code Section 21.5(1)(a) Records of a Confidential Nature. Carried 4-0 on a roll call vote.

Motion by Boykin second by Batcheller to go out of Executive Session. Carried 4-0 on a roll call vote.

The Board adjourned the regular meeting until June 29, 1999.
