JULY 13, 1999 SECOND MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 13, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Walish, and Welte. Clausen was absent. Staff members present were Karen James, Executive Secretary/Public Bidder, John Rusch, Board Legal Counsel and Patrick F. Gill, County Auditor/Clerk to the Board.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board.

Motion by Batcheller second by Walish to approve the Board minutes of July 6, 1999 as submitted. Carried 4-0.

Motion by Welte second by Walish to approve the minutes of the Executive Session of July 6, 1999 as submitted. Carried 4-0.

The Board approved the appointment of Phil G. Hane, Jr., Temporary Summer Laborer, Secondary Roads, @$7.00/hr., effective 7/12/99. Not to exceed 120 days. Copy filed.

The Board approved the reclassification of Lisa M. Krigsten, Assistant County Attorney, County Attorney, @$37,485/yr., effective 7/12/99. Per AFSCME Asst. County Attorney Contract agreement, from Step 2 to Step 3. Copy filed.

The Board approved the reclassification of Rose M. Griffith, Jail Clerk, County Sheriff, @$9.82/hr., effective 7/13/99. Per AFSCME Court House Contract agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.

The Board approved the reclassification of Timothy W. Kimpson, Correctional Officer, County Sheriff, @$14.49/hr., effective 7/26/99. Per DSA Contract agreement, from Class 1 to Sr. Class. Copy filed.

There was no action taken on the Authorization to Initiate Hiring Process for School Liaison Officer, Juvenile Court Services.

Motion by Welte second by Batcheller to approve the lifting a Tax Suspension for M.H. Carried 4-0.

There was no action to approve an appointment to the Woodbury County Conservation Board.

The Chairman Pro-Tem asked for and received unanimous consent to add an item to the agenda due to the urgency and timeliness of the issue.

Motion by Walish second by Welte to authorize Chairman to sign letter of support for the Orpheum Theater restoration project. Carried 4-0. Copy filed.

Motion by Batcheller second by Walish to approve and authorize Chairman to sign agreement with Siouxland Regional Transit System. Carried 4-0. Copy filed.

Motion by Welte second by Batcheller to approve a quote from Standard Office for an office copier for Secondary Roads. Carried 4-0.

Mr. Batcheller excused himself at 10:20 a.m.

Bid letting was held for 1999 Maintenance Culvert Pipe.

Motion by Welte second by Walish to approve the bid of Metal Culverts for $55,980.70 for 1999 Maintenance Culvert Pipe subject the review of the County Engineer. Carried 3-0. Copy filed.

There was discussion of agreement with Monona County to use the services of Woodbury Countys Engineer.

Motion by Welte second by Walish to approve and authorize Chairman to sign renewal beer permit for Shop-N-Go, Sloan, IA. Carried 3-0. Copy filed.

Motion by Welte second by Walish to approve and authorize Chairman to sign renewal liquor license for Twenty-Seven Flags Golf Course, L.C., Sergeant Bluff, IA. Carried 3-0. Copy filed.

Motion by Walish second by Welte to approve resolution authorizing and approving submission of an IDED loan application for Schaeff, Inc. Carried 3-0.

RESOLUTION NO. 9207

RESOLUTION AUTHORIZING AND APPROVING SUBMISSION OF AN IDED LOAN APPLICATION FOR SCHAEFF, INCORPORATED IN THE AMOUNT OF ONE MILLION THREE HUNDRED SEVENTY-FIVE THOUSAND DOLLARS (1,375,000)

WHEREAS, Schaeff, Incorporated proposes to expand its operations and add jobs at its Woodbury County location; and

WHEREAS, Schaeff, Incorporated is seeking funding to finance a portion of the costs associated with its expansion; and

WHEREAS, the Iowa Department of Economic Development (IDED) administers programs assisting businesses to expand their operations within the State of Iowa; and

WHEREAS, an application for assistance in the form of a short-term loan in the amount of One Million Three Hundred Seventy-Five Thousand Dollars (1,375.000) has been prepared and a copy delivered to the Woodbury County Social Services Coordinator; and

WHEREAS, IDED requires such applications to be submitted by a unit of local government on behalf of a business, rather than by the business directly.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA, the loan application in the amount of One Million Three Hundred Seventy-Five Thousand Dollars ($1,375,000) on behalf on Schaeff, Incorporated as referred to in the preamble hereof be and the same is hereby approved as to form and content.

BE IT FURTHER RESOLVED, the Chair of the Board of Supervisors of Woodbury County, Iowa, is authorized and directed to execute the application and related documents on behalf of the County.

Louis Sands of Correctionville addressed the Board about problems with a fence and weeds on his property.

The Board adjourned the regular meeting until July 20, 1999.
