SEPTEMBER 28, 1999 THIRTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 28, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish, and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

The Board canvassed the Western Iowa Tech Community College from the School Board Election on September 14, 1999, for the minute book only.

Vicki Ritz, Deputy Commissioner of Elections announced there was zero (0) special challenged ballots, and there was one (1) after election absentee ballots that was postmarked the day before the election and received prior to the canvass that was added to the Tally for the Western Iowa Tech Community College Director District #VII.

Motion by Batcheller second by Boykin to accept the Official Canvass from Western Iowa Tech as follows: Carried 5-0.

For the office of Western Iowa Tech Community College Director District IV, there were Four Hundred Eighty-Nine (489) votes cast, as follows:

William W. Lyle received Four Hundred Eighty (480) votes
Scattered Write-ins received Nine ( 9) votes

We therefore declare William W. Lyle duly elected to the office of Western Iowa Tech Community College, Director District IV, for the term of 3 years.

For the office of Director District VI there were One Thousand Two Hundred Seventy (1,270) votes cast as follows:

Eldon L. Schroder received Eight Hundred Thirty (830) votes
James Van Klompenburg received Four Hundred Thirty-one (431) votes
Scattered Write-ins received Nine ( 9) votes

We therefore declare Eldon L. Schroder duly elected to the office of Western Iowa Tech Community College, Director District VI, for the term of 3 years.

For the office of Director District VII there were Eight Hundred Eighty-Five (885) votes cast as follows:

Larry H. Hansen received Eight Hundred Sixty Seven (867) votes
Scattered Write-ins received Eighteen ( 18) votes

We therefore declare Larry H. Hansen duly elected to the office of Western Iowa Tech Community College, Director District VII, for the term of 3 years.

For the office of Director District IX there were Three Hundred Ninety-Five (395) votes cast as follows:

Derrick R. Franck received Three Hundred Eighty-Nine (389) votes
Scattered Write-in received Six ( 6) votes

We therefore declare Derrick R. Franck duly elected to the office of Western Iowa Tech Community College, Director District IX, for the term of 3 years.

Motion by Welte second by Walish to approve the regular Board Minutes of September 21, 1999 as submitted. Carried 5-0.

Motion by Batcheller second by Boykin to approve the minutes of the Executive Session of September 21, 1999 as submitted. Carried 5-0.

Motion by Welte second by Batcheller to authorize Chairman to sign renewal beer permit for The Barn at Climbing Hill. Carried 5-0.

The Board approved the separation of Nicolle A. Terrell, Temporary MV Clerk, County Treasurer, effective 8/26/99. Copy filed.

The Board approved the separation of Kevin A. Ortmann, Temporary Engineering Aide, Secondary Roads, effective 9/17/99. Copy filed.

The Board approved the appointment of Tammy A. Camerer, Temporary M.V. Clerk, County Treasurer, @$9.07/hr., effective 9/27/99. Copy filed.

The Board approved the reclassification of Elizabeth A. Peterson, P/T Youth Worker, Juvenile Detention, @$11.23/hr., effective 10/7/99. Per AFSCME J.D. Contract Agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.

The Board approved the separation of John C. Baker, Child Support/Recovery Asst. County Attorney, Child Support/Recovery, effective 9/30/99. Copy filed.

Motion by Welte second by Walish to authorize Chairman to sign agreement with NRCS for construction of grade stabilization structures at the following three sites: Site 16-2 in the Little Sioux Watershed, Site 6H-4 in the Little Whiskey Creek Subwatershed, and Site m-5 in the Big Coon Watershed. Motion by Boykin second by Batcheller to authorize Chairman to sign Amendment No. 1 to Agreements 99-1, 99-2, & 99-3 with Hungry Canyons Alliance. Carried 5-0. Copy filed.

Motion by Boykin second by Welte to authorize Chairman to sign Utility Accommodation Permit submitted by Paramount Designs Inc. from Fremont, NE. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to authorize Chairman to sign proposal for engineering services submitted by HGM Associates Inc. Omaha, NE to update culvert plans for Project L-1392. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to authorize Chairman to sign an Adopt-A-Highway Application submitted by Pierson Blue Ribbon 4-H Club. Carried 5-0. Copy filed.

Motion by Batcheller second by Boykin to receive request to vacate section of Secondary Road in Section 25 of Banner Township. Carried 5-0.

Motion by Batcheller second by Walish to approve recommendation of Dick Storm, County Engineer, to accept bid of Knoepfler Chevrolet, Sioux City, IA in the amount of $44,632.00 to purchase 4 Half-Ton Pickup Trucks. Carried 5-0. Copies filed.

Motion by Batcheller second by Boykin to approve recommendation of Dick Storm, County Engineer, to accept bid of Swaney Equipment Co., Sioux City, IA in the amount of $138,839.00 for one Hydraulic Excavator. Carried 5-0. Copies filed.

Bid letting was held for Project L-EWP 99(4)-73-97.

Motion by Boykin second by Walish to approve bid for from L.A. Carlson in the amount of $134,526.49 for Project L-EWP 99(4)-73-97 subject to the review of the county engineer. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to authorize Chairman to sign Certification of Cost Allocation Plan from Maximus (David Griffith) for 1998. Carried 5-0. Copy filed.

There was discussion of further computer consulting services from vendor be paid by appropriate department using these services.

Motion by Walish second by Batcheller approve further computer consulting services be paid by appropriate departments. Carried 5-0.

Motion by Walish second by Boykin to approve resolution proclaiming October 3, 1999-October 9, 1999 as Mental Illness Awareness Week. Carried 5-0.

RESOLUTION NO. 9225

PROCLAMATION

IN SUPPORT OF MENTAL ILLNESS AWARENESS WEEK


WHEREAS, severe mental illnesses such as schizophrenia, bipolar disorder (manic-depressive illness), major depression, obsessive-compulsive disorder, and severe anxiety disorders affect one in every five families annually;

WHEREAS, severe mental illnesses are more common than cancer, diabetes, and heart disease and are the number one reason for hospital admissions nationwide, and that on any given day 21 percent of all hospital beds are filled by people with a severe mental illness;

WHEREAS, severe mental illnesses have been scientifically proven to be highly treatable biomedical disorders of the brain;

WHEREAS, the treatment success rate for schizophrenia is 60 percent, 65 percent for major depression, and 80 percent for bipolar disorder compared to roughly only 50 percent for chronic physical disorders such as heart disease, diabetes or cancer;

WHEREAS, scientific research is producing tremendous breakthroughs in the understanding of these brain disorders, resulting in more effective treatments that allow people to reclaim full and productive lives;

WHEREAS, brain disorders continue to remain shrouded in stigma and discrimination from societal prejudice causing those who are affected by severe mental illnesses to be cast as second-class citizens who unfairly receive far less insurance protection and employment opportunities than others suffering from equally debilitating physical diseases;

NOW, THEREFORE, BE IT RESOLVED, that Woodbury County does hereby proclaim October 3 through October 9, 1999 as Mental Illness Awareness Week to increase public awareness of severe mental illness and to promote greater understanding for those who suffer from the potentially disabling symptoms of these orders.

Motion by Batcheller second by Boykin to go into Executive Session #1 per Iowa Code Section 21.5(1)(a). Carried 5-0 on a roll call vote.

Motion by Boykin second by Welte to go out of Executive Session #1. Carried 5-0 on a roll call vote.

Motion by Boykin second by Batcheller to approve the recommendation of Judy Peterson in regards to an institutional account. Carried 5-0.

Motion by Batcheller second by Boykin to go into Executive Session #2 per Iowa Code Section 21.5(1)(j). Carried 5-0 on a roll call vote.

Motion by Boykin second by Batcheller to go out of Executive Session #2. Carried 5-0 on a roll call vote.

The Board adjourned the regular meeting until October 5, 1999.
