OCTOBER 12, 1999 FIFTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 12, 1999 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish, and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented.

Meeting called to order.

There was open discussion period held by the Board.

Motion by Walish second by Welte to approve the regular Board Minutes of October 5, 1999 as submitted. Carried 4-0.

Motion by Welte second by Walish to approve the minutes of the Special Meeting of October 7, 1999 to canvass the Municipal Primary Elections for City of Sioux City and City of Sergeant Bluff held on October 5, 1999 as submitted. Failed to carry 2-0. Batcheller and Boykin Abstained.

Bid letting was held for Courthouse Restoration/Preservation Project for replacement of north doors of County Courthouse.

Motion by Batcheller second by Welte to receive bids for replacement of the north doors of County Courthouse and determine if adequate funding is available. Carried 4-0.

Motion by Welte second by Walish to approve and submit an U.S. Department of Justice COPS Grant application. Carried 4-0.

The Board approved the reclassification of Dawn R. Anderson, Vital Statistics Clerk II, County Auditor/Recorder, @$9.39/hr., effective 10/26/99. Per AFSCME Cthouse. Contract Agreement, from Grade 4, Step 1 to Grade 4, Step 2. Copy filed.

Motion by Batcheller second by Welte to authorize Chairman Pro Tem to sign FY 2001 Grant Application for Well Programs. Carried 4-0. Copy filed.

Motion by Welte second by Batcheller to approve and authorize Chairman Pro Tem to sign agreement between Woodbury County and Thomas J. Carrol, M.D. Medical Examiner. Carried 4-0. Copy filed.

Bid letting was held for Project L-EWP 99(3)-73-97.

Motion by Batcheller second by Walish to receive the bids for Project L-EWP 99(3)-73-97 and submit to the county engineer for review and recommendation. Carried 4-0. Copy filed.

Motion by Welte second by Walish to authorize Chairman Pro Tem to sign Utility Accommodation Permit submitted by Paramount Designs, Inc. Fremont, NE as contractors for U.S. West. Carried 4-0. Copy filed.

Motion by Welte second by Walish to accept plans for bridge maintenance repair project. Carried 4-0.

Motion by Walish second by Batcheller to set the Public Hearing and Sale of Real Estate Parcel # 531225 on October 26th, 1999 at 10:15AM. Carried 4-0.

NOTICE OF PROPERTY SALE
Parcel # 531225

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

East Half (E1/2) vacated North-South Alley Abutting Lots Nine (9), Ten (10) Eleven (11) Block Ten (10) West Morningside Addition, City of Sioux City, Woodbury County, IA

NOT THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on the 26th day of October, 1999, at 10:15 oclock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 26th day of October, 1999, immediately following the closing of the public hearing.

3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $50.00 plus recording fees.

4. That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Motion by Welte second by Walish to appoint Randy Carpenter to the Loess Hills Alliance Board of Directors. Carried 4-0.

There was discussion of Civil Service Commission.

There was discussion of Law Library Study Committees recommendations.

Motion by Batcheller second by Walish to receive the Law Library Study Committee Recommendation and place on the agenda for further discussion. Carried 4-0.

Cleo Kozos discussed the Board about conditions of county property at 916 Jones St.

District Court Administration discussed converting a storage area to an office on second floor of the Trosper-Hoyt County Services Building.

Phil Kratz and Christine Huisman from Department of Human Services presented additional miscellaneous costs for move to third floor, Trosper-Hoyt County Services Building and request for payment.

Motion by Batcheller second by Welte approve payment for costs submitted by the Department of Human Services for furniture and equipment needs. Carried 4-0.

Motion by Batcheller second by Welte to pass the Huskey & Associates, Inc., plan previously received on to the Chief Jail Inspector as the Countys tentative plan to address the overcrowding issue. Carried 4-0. Copy filed.

Motion by Welte second by Walish approve the jail committee as submitted. Carried 4-0.

The Board adjourned the regular meeting until October 19, 1999.
