FEBRUARY 8, 2000 TWENTY-NINTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 8, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Nancy Hodge, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting was called to order.

There was an open discussion period held by the Board.

Motion by Batcheller second by Welte to amend and to approve the regular Board minutes of February 1, 2000 to reflect the public hearing to issue bonds for Mid-Step Services to be February 29, 2000 rather than February 16, 2000. Carried 4-0, Welte abstained.

Motion by Welte second by Batcheller to amend the regular Board minutes of January 18, 2000 to reflect a discussion was held on the estimated costs of moving the Treasurers Motor Vehicle Department to the Trosper-Hoyt County Services Building. Carried 5-0.

The Board approved the reclassification of Thomas J. Fennell, School Liaison Officer, Juvenile Court Services, @$15.08/hr., effective 1-24-00 per Juvenile Court Services request. Copy filed.

The Board approved the reclassification of William D. Meier, School Liaison Officer, Juvenile Court Services, @$14.27/hr., effective 1-24-00 per Juvenile Court Services request. Copy filed.

The Board approved the reclassification of Andrew G. Pearson, School Liaison Officer, Juvenile Court Services, @$13.15/hr., effective 1-24-00 per Juvenile Court Services request. Copy filed.

The Board approved the reclassification of Jeffrey D. Pilgrim, School Liaison Officer, Juvenile Court Services, @$13.03/hr., effective 1-24-00 per Juvenile Court Services request. Copy filed.

The Board approved the reclassification of Todd D. Clausen, School Liaison Officer, Juvenile Court Services, @$13.03/hr., effective 1-24-00 per Juvenile Court Services request. Copy filed.

The Board approved the separation of Randy L. Kortum, Maintenance Painter, Building Services, effective 2-14-00. Copy filed.

The Board approved the separation of Nancy E. Hodge, Board Administration/Coordinator, Board Administration, effective 5-31-00. Copy filed.

Motion by Welte second by Batcheller to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Maintenance Painter, Building Services Dept., AFSCME/Grade 3 Range $8.51 - $11.22/hr., for an in-house posting for a Board Administration Coordinator, Board Administration Dept., Wage Plan: $35,000 - $40,000/yr. and for an Assistant County Attorney Grant Position, County Attorneys Dept., AFSCME Attys. Range: $34,000 -$39,359/yr. Carried 5-0. Copy filed.

Mark Campbell of the County Attorneys Office appeared before the Board to address their concerns of adding an attorney position through grant funding. Mr. Campbell indicated the County Attorneys Office was aware that they may lose the position if the grant funding ends.

Board discussed the consideration of a request from Loess Hills Alliance for a $5,000 contribution.

Motion by Walish second by Clausen to receive and approve the request from Loess Hills Alliance for a $5,000 contribution from the infrastructure fund. Carried 5-0.

Motion by Batcheller second by Clausen to receive and approve the appointment of Todd A. Hensley to the Civil Service Commission. Carried 5-0. Copy filed.

Motion by Clausen second by Batcheller to receive and approve the appointment Sharon K. Hundwardson to the Commission to Assess DamagesCategory D. Carried 5-0. Copy filed.

Motion by Clausen second by Welte to receive the Certificate of Organization for the Woodbury County Agricultural Extension Council. Carried 5-0. Copy filed.

Motion by Batcheller second by Welte to receive and approve the second quarter report from Veteran Affairs Commission. Carried 5-0. Copy filed.

The Public Hearing for the sale of property, Parcel #061740 (3008-081/2 Correctionville Road) was held at 10:15 A.M. The Chairman called on anyone wishing to be heard on said sale.

Motion by Walish second by Batcheller to close the Public Hearing on the sale of Real Estate Parcel #061740 as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on Real Estate Parcel #061740. Troy Jones bid $800.00 plus recording fees.
There were no further bids.

Motion by Batcheller second by Walish to accept Troy Jones bid for Real Estate Parcel #061740. Carried
5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

in the sum of _EIGHT HUNDRED AND NO/100 ($800.00)--------------------------------------------------------------Dollars for the

following described real estate, to wit: _ Lot Three (3) and West 1/2 Lot Four (4) Bacon Hollow Addition to City of Sioux

City, Woodbury County, Iowa_______________________________________________________________________

Now and included in and forming a part of the City of __Sioux City________, Iowa, the same is hereby accepted: said

Amount being a sum_Less_ than the amount of the general taxes, interests, costs and penalties against the said real estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quitclaim Deed for the said premises to the said purchaser.

NOTICE OF PROPERTY SALE

Parcel # 143850

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lots Twenty-seven (27), Twenty-eight (28), Twenty-nine (29) Block One (1), Eden Park Addition, City of Sioux City, Woodbury County, Iowa (a.k.a. 3250 4th Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1. That a public hearing on the aforesaid proposal shall be held on
the 22nd day of February, 2000, at 10:15 o'clock a.m. in the
meeting room of the Board of Supervisors on the first floor of the
Woodbury County Courthouse.

2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 22nd day of February, 2000, immediately
following the closing of the public hearing.

That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $1,200.00 plus recording
fees.

That this resolution, preceded by the caption 'Notice of Property Sale'
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

Motion by Clausen second by Welte to approve and authorize Chairman to sign the SFY 2001 Iowa Department of Natural Resources Grant Agreement with Woodbury County for well testing and well abandonment. Carried 5-0. Copy filed.

Motion by Batcheller second by Clausen to approve and authorize Chairman to sign the Certificate of Completion for Project L-EWP 99(1)-73-97 per recommendation of the County Engineer. Carried 5-0.

Board discussed the consideration of a request by Design Homes, Inc., for an extension of their CDBG grant.

Motion by Welte second by Clausen to approve the request by Design Homes, Inc., for an extension of their CDBG grant. Carried 5-0. Copy filed.

Motion by Clausen second by Walish to increase the allocation of Siouxland District health by $49,000.00. Carried 3-2, Batcheller and Welte opposed.

Board discussed revenues, expenditures, cash balances and tax levies.

Board discussed the consideration of adoption of FY2000-01 budget and tax levies.

Motion by Walish second by Clausen to set the public hearing for the adoption of the county budget for March 14, 2000 at 10:30 a.m. Carried 5-0.

The Board adjourned the regular meeting until February 15, 2000.
