MAY 9, 2000 FORTY-SECOND MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 9, 2000 at 9:00 A.M. Board members present were Clausen, Batcheller, and Welte. Boykin and Walish were absent. Staff members present were Karen James, Public Bidder and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Welte to appoint Supervisor Clausen as Chairperson Pro Tem. Carried 3-0.

Motion by Batcheller second by Welte to approve the regular Board Minutes of May 2, 2000 as submitted. Carried 3-0.

Motion by Welte second by Clausen to approve the First Executive Session Board Minutes of May 2, 2000 as submitted. Carried 3-0.

Motion by Batcheller second by Welte to approve the Second Executive Session Board Minutes of May 2, 2000 as submitted. Carried 3-0.

The Board approved the separation of Jerome P. Schoenherr, Equipment Operator, Secondary Roads, effective 6-9-00. Retirement. Copy filed.

The Board approved the separation of Kenneth Hill, Temporary Equipment Operator, Secondary Roads, effective 5-1-00. End of Temporary Employment. Copy filed.

The Board approved the transfer of Chris A. Persinger, Deputy Sheriff, County Sheriff, @$14.59/hr., effective 5-12-00. Transfer from Court Security Officer, Class 2 to Deputy Sheriff, Class 3. Copy filed.

Motion by Welte second by Batcheller to approve and authorize the Chairman Pro Tem to sign the authorization to initiate hiring process for an Equipment Operator, Secondary Roads, CWA entry: $12.90/hr.; and for an In-House Ct. Security Officer, County Sheriff, current DSA wage. Carried

There was no action taken on the request of Nancy Hodge, retiring Board Administrative Coordinator, to remain on the Woodbury County Health Insurance and Dental Insurance Plans.

Gary Brown, Emergency Services Director, addressed the Board regarding consideration and approval of EMS loans for the Cities of Pierson and Sergeant Bluff.

Motion by Welte second by Batcheller to approve and authorize the Chairman Pro Tem to sign a loan agreement for the City of Sergeant Bluff in the amount of $15,000.00 for a 1999 Ford Foster Coach Ambulance. Carried 3-0. Copy filed.

Motion by Batcheller second by Welte to approve and authorize the Chairman Pro Tem to sign a loan agreement for the City of Pierson in the amount of 29,000.00 for a 1999 Medtec Ambulance. Carried 3-0. Copy filed.

Motion by Welte second by Batcheller to refer preliminary plats for Mahins Subdivision to Zoning Commission for recommendations. Carried 3-0. Copy filed.

Motion by Batcheller second by Welte to refer preliminary plats for Southview Addition to Zoning Commission for recommendations. Carried 3-0. Copy filed.

Motion by Batcheller second by Welte to authorize Chairman Pro Tem to sign Resolution No. 9290 approving replat of Barcelous Addition per recommendation of the Zoning Commission. Carried

RESOLUTION NO. 9290

RESOLUTION ACCEPTING AND APPROVING THE REPLAT OF BARCELOUS ADDITION, WOODBURY COUNTY, IOWA.

WHEREAS, THE OWNERS AND PROPRIETORS DID ON THE 24TH DAY OF APRIL, 2000, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION, A CERTAIN PLAT DESIGNATED AS THE REPLAT OF BARCELOUS ADDITION, WOODBURY COUNTY, IOWA; AND

WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND

WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND

WHEREAS, THE COUNTY ENGINEER OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT.

NOW THEREFORE, BE, AND IT IS HEREBY RESOLVED BY THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, THAT THE REPLAT OF BARCELOUS ADDITION, WOODBURY COUNTY, IOWA, BE, AND THE SAME IS HEREBY ACCEPTED AND APPROVED, AND THE CHAIRMAN AND SECRETARY OF THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, ARE HEREBY DIRECTED TO FURNISH TO THE OWNERS AND PROPRIETORS A CERTIFIED COPY OF THIS RESOLUTION AS REQUIRED BY LAW.

PASSED AND APPROVED THIS 9TH DAY OF MAY, 2000.

Motion by Welte second by Batcheller to approve tax abatement on real estate purchased by Woodbury County Conservation, Parcel numbers: 696345, 696360, 696375, 696390, 696405, 696435 & 696450 for unpaid tax of March 2000 totaling $1,295.50 plus interest per request of County Treasurer Robert Knowler. Carried 3-0. Copy filed.

Motion by Batcheller second by Welte to approve the second reading of the proposed Woodbury County Drug Paraphernalia Ordinance submitted by John Rusch, Assistant County Attorney. Carried 3-0. Copy filed.

Motion by Welte second by Batcheller to approve the second reading of the proposed Woodbury County Disorderly Conduct Ordinance submitted by John Rusch, Assistant County Attorney. Carried 3-0. Copy filed.

Motion by Welte second by Batcheller to approve the second reading of the proposed Woodbury County Failure to Obey a Safety Officer Ordinance submitted by John Rusch, Assistant County Attorney. Carried 3-0. Copy filed.

The Board adjourned the regular meeting until May 16, 2000.
