AUGUST 8, 2000 FIFTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 8, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Clausen to approve the regular Board Minutes of August 1, 2000 as submitted. Carried 4-0, Walish abstained.

Motion by Clausen second by Batcheller to approve Board Minutes of the July 25, 2000 Executive Session as submitted. Carried 5-0.

The Board approved the separation of Daniel O. Ronfeldt, Correctional Officer, County Sheriff effective
7-26-00. Resignation. Copy filed.

The Board approved the end of probation of Jeffrey C. Harcum, Planning/Project Coordinator, County Sheriff, @$42,642/yr., effective 7-31-00. End of Probation Salary Increase. Copy filed.

The Board approved the separation of Christopher L. Hobbs, Correctional Officer, County Sheriff, effective 8-11-00. Resignation. Copy filed.

The Board approved the appointment of Cindy L. Weber, Assistant County Attorney/Juvenile Division, County Attorney, @35,000/yr., effective 8-14-00. Job Vacancy Posted: 6-2-00. Entry Level Salary: $35,000/year. Copy filed.

The Board approved the reclassification of Jill R. Pitsenbarger, Assistant County Attorney, County Attorney, @$47,839/yr., effective 8-16-00. Per AFSCME Asst. Attorney Contract agreement, from Step 7 to Sept 8. Copy filed.

The Board approved the reclassification of Bryan A. Maron, Maintenance Worker, Building Services, @ $9.24/hr., effective 8-16-00. Per AFSCME Court House Contract agreement, from Grade 3, Step 1 to Grade 3, Step 2. Copy filed.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Correctional Officer, County Sheriff, DSA Entry: $11.90/hour. Carried 5-0. Copy filed.

The Board reviewed Woodbury County personnel policies and procedures.

Motion by Batcheller second by Welte to approve Woodbury County personnel policies/procedures dealing with Purpose, Scope, and Disclaimers, Employee Identification Cards, Labor Union Rights, and Visitors in the Workplace. Carried 5-0. Copy filed.

Motion by Welte second by Batcheller to authorize the Chairman to sign utility accommodation permit submitted by Cable One per recommendation of county engineer. Carried 5-0. Copy filed.

Motion by Walish second by Clausen to authorize the Chairman to sign Project Agreement with USDA Natural Resources Conservation Service for funding of bridge replacement between Sections 29 & 32 of Morgan Township. Carried 5-0. Copy filed.

The Board discussed bridge on 200th Street Section 23 Moville Township with County Engineer Richard Storm.

Motion by Batcheller second by Welte to authorize and receive for signatures a resolution naming depositories for the County Treasurer. Carried 5-0.

BE IT RESOLVED by the Woodbury County Board of Supervisors in Woodbury County, Iowa: That we do hereby designate the following named banks to be depositories of the Woodbury County funds in amounts not to exceed the amount named opposite each of said designated depositories and Robert Knowler, Woodbury County Treasurer is hereby authorized to deposit the Woodbury County funds in amounts not to exceed in the aggregate the amounts named for said banks as follows, to wit:

The Board discussed Courthouse Preservation Grant Agreement Contract between Woodbury County and the National Park Service with Patty Erickson-Puttmann.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign the necessary documents for the Courthouse Preservation Grant Agreement No. 19-00-ML-1028 for $300,000 with the National Park Service. Carried 5-0. Copy filed.

Motion by Clausen second by Welte to authorize George Boykin and Patty Erickson-Puttmann to sign authorized signature card for payment vouchers for the courthouse grant. Carried 5-0. Copy filed.

Motion by Welte second by Batcheller to approve the Northwest Iowa Contracting Consortium Agreement. Carried 5-0.

Brent Nelson, City of Sioux City Senior Planner, addressed the Board regarding the timing of the Whispering View Subdivision.

The Board adjourned the regular meeting until August 15, 2000.
