OCTOBER 31, 2000 SEVENTEENTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 31, 2000 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Batcheller to approve the regular Board Minutes of October 24, 2000 as submitted. Carried 5-0.

Motion by Batcheller second by Walish to approve the Board Minutes of the executive session of October 24, 2000 as submitted. Carried 3-0, Clausen and Welte abstained.

The Board approved the appointment of Sonya D. Pierce, Board Secretary, Board Administration, @ $14.29/hr., effective 10-31-00. Job Vacancy Posted: 9-13-00. Entry Level Salary: $11.47/hour. Copy filed.

The Board approved the separation of Lisa M. Krigsten, Assistant County Attorney, County Attorney, effective 11-15-00. Resignation. Copy filed.

Motion by Clausen second by Batcheller to authorize the Chairman to sign the authorization to initiate the hiring process for an Assistant County Attorney, County Attorney. AFSCME Atty: $35,000/year. Carried 5-0. Copy filed.

Chuck Sipperly and Don Martensen of Siouxland District Health reported to the Board about the environmental services performed by S.D.H.

Motion by Clausen second by Batcheller to refer a proposed amendment to the Woodbury County Subdivision Ordinance for the unincorporated area of Woodbury County, Iowa to the Zoning Commission for recommendation. Carried 5-0. Copy Filed.

Motion by Batcheller second by Walish to refer preliminary plats for the Blenderman Addition Subdivision to the Zoning Commission for recommendation. Carried 5-0. Copy filed.

Richard J. Madsen, Coordinator of the Loess Hills Water Quality Project introduced himself to the Board.

Motion by Welte second by Walish to set a public hearing for a budget amendment for November 21, 2000 at 10:30 a.m. Carried 5-0.

Lloyd Tresham asked to discuss access to property he farms. The consensus was to place it on the agenda for the November 14, meeting.

Motion by Clausen second by Welte to ask that the state to rescind the current open burning ban for Woodbury County. Carried 5-0.

Motion by Batcheller second by Walish to go into executive session under section 21.5(1)(c) of the Iowa Code. Carried 5-0 on a roll call vote.

Motion by Welte second by Walish to go out of executive session. Carried 5-0 on a roll call vote.

The Board adjourned the regular meeting until November 7, 2000.
