NOVEMBER 28, 2000TWENTY FIRST MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 28, 2000, at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte; Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

Motion by Clausen second by Walish to go into Executive Session #1 per Iowa Code Section 21.5(1)(c). Carried 4-0 on roll call vote.

Motion by Welte second by Clausen to go out of Executive Session #1. Carried 4-0 on roll call vote.

Motion by Clausen second by Walish to follow the advice of counsel in the previous executive session.

The scheduled Executive Session #2 per Iowa Code Section 21.5(1)(c) was cancelled.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Welte to approve the regular Board Minutes of November 21, 2000 as submitted. Carried 4-0.

The Board approved the separation of Joseph W. Smith, Correctional Officer, County Sheriff, effective
11-30-00. Resignation. Copy filed.

The Board approved the reclassification of April A. Nelson, Legal Secretary III, County Attorney, @13.29/hr., effective 12-04-00. Per AFSCME Cthouse. Contract agreement, from Grade 6, Step 4 to Grade 6, Step 5. Copy filed.

The Board approved the appointment of Paul L. Stoddard, Part-time Custodian Assistant, Building Services, @$6.50/hr., effective 12-04-00. Position created through Mental Health Funding, Entry Salary: $6.50/hour. Copy filed.

The Board approved the reclassification of David L. Tripp, Correctional Officer, County Sheriff, @13.81/hr., effective 12-11-00. Per DSA Contract agreement, from Class 3 to Class 2. Copy filed.

The Board approved the separation of Matthew S. Sturdevant, Part-time Youth Worker, Juvenile Detention, effective 12-20-00. Resignation. Copy filed.

Motion by Welte second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Part-time Youth Worker, Juvenile Detention. AFSCME J.D./Grade 1, Step 1: $11.13/hr., and for a Correctional Officer, County Sheriff, DSA/Entry: $11.90/hour. Carried 4-0. Copy filed.

Anne Borchert, Marketing Assistant, Sioux City Convention Center, requested a letter of support for a new events center.

Motion by Welte second by Walish to approve the City of Sioux Citys request for letter of support for a new events center. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or supervisors concerns.

Bids were opened for repairs in the Law Enforcement Center.

Motion by Clausen second by Welte to refer the bids to Building Services for recommendation.

Rick Schneider, of the County Conservation Board discussed roads inside the county parks with the Board.

Cyndi Lacina, Dakota City, Nebraska, discussed problems she is having purchasing land in Woodbury County.

Bid letting for sale of structures in Holly Springs was held at 10:30 a.m. The bids were as follows:

Jimmie and Renee Colyer $4,674.00

There were no further bids.

Motion by Clausen second by Walish to award the bid to Bernice Beaulieu subject to the review and recommendation of the zoning director. Carried 4-0. Copy filed.

The Board recessed to the Metz Building for a tour.

The Board reconvened at the Metz Building to tour the building with staff and Board Members of the Siouxland District Health Board.

The Board adjourned the regular meeting until December 5th, 2000.
