JANUARY 2, 2001TWENTY-FIFTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 2, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller and Welte. Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

Motion by Batcheller second by Welte to go into executive session #1 per Iowa Code Section 21.5(1)(c). Carried 4-0 on roll call vote.

Motion by Batcheller second by Welte to go out of executive session #1. Carried 4-0 on roll call vote.

Motion by Clausen second by Welte to go into executive session #2 per Iowa Code Section 21.5(1)(c). Carried 4-0 on roll call vote.

Motion by Welte second by Clausen to go out of executive session #2. Carried 4-0 on roll call vote.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Welte to approve the appointment of George Boykin as Chairman to the Board of Supervisors for the year 2001. Carried 4-0.

Motion by Clausen second by Welte to approve the regular Board minutes of December 19, 2000 as submitted. Carried 4-0.

Motion by Welte second by Clausen to approve the minutes of the first executive session of December 19, 2000 as submitted. Carried 4-0.

Motion by Batcheller second by Welte to approve the minutes of the second executive session of December 19, 2000 as submitted. Carried 4-0.

Judge Dandos administered the Oath of Office to elected officials Maurice Welte, G.R. (Bob) Batcheller, and Larry Clausen, County Board of Supervisors; David H. Amick, County Sheriff; and Patrick F. Gill, County Auditor/Recorder.

Motion by Batcheller second by Welte to appoint Richard Storm to the position of County Engineer. Carried 4-0.

Motion by Welte second by Batcheller to appoint Kerby Weber to the position of County Weed Commissioner. Carried 4-0.

Motion by Clausen second by Batcheller to appoint Dr. Thomas Carroll to the position of County Medical Examiner. Carried 4-0.

Motion by Batcheller second by Welte to appoint Larry Clausen as County Representative to the Third Judicial District, Department of Correctional Services for 2001. Carried 4-0.

The Board reviewed appointments and vacancies of terms expiring on various boards and commissions.

Motion by Clausen second by Welte to approve the appointments of Christine Zellmer-Zant to Board of Adjustment; Merrill D. Buckely and Maurice Topf to County Cluster Board of Social Welfare; Thomas Jacobs and James OKane to District Board of Health; and LeRoy Hoelker, Donald H. Johnson, Eileen Oberreuton, Wallace Sorenson, Noel Plummer, Thomas Ullrich, Ronald Michener, Rodney Hunter, Peter Macfarlane, Wayne D. Ducommun, George Finzen, Ruth A. Groth, Kathleen F. Fenceroy, Colleen R. Baker, Terry Kroeger, Cleo Pottorff, Duke OHern, Douglas Lehman, Rick Aadland, Patrick Curry, Robert Huisenga, Jon Wilcke, Gene Smith and Sharon K. Hunwardsen to Commission to Assess Damages. Carried 4-0. Copy filed.

The Board discussed the bid for the house at 3064 Humboldt Avenue in Holly Springs.

Motion by Batcheller second by Clausen to demolish the house at 3064 Humboldt Avenue, Holly Springs. Carried 4-0.

Motion by Batcheller second by Welte to receive the Comprehensive Annual Financial Report presented by Williams & Company. Carried 4-0.

The Board discussed the Governmental Accounting Standards Board Statement 34 (GASB Report) with Jeff Peters of Williams & Company.

Motion by Welte second by Clausen to approve the proposal from Williams and Company to implement GASB 34 in Woodbury County. Carried 4-0. Copy filed.

The Board reviewed requests from newspapers, Moville Record, Anthon Herald, and the Sergeant Bluff Advocate for appointment as Woodbury Countys official newspapers.

Motion by Clausen second by Batcheller to conduct a contest to select the official newspapers for Woodbury County. Carried 4-0.

The Board approved the promotion of Christopher P. Jansen, Deputy Sheriff, County Sheriffs Dept., @$14.88/hour, effective 1-3-01. Per County Sheriff Promoted from Correctional Officer, Class 4 to Deputy Sheriff, Class 3. Copy filed.

The Board approved the appointment of Randy E. Crum, Correctional Officer, County Sheriffs Dept., @11.90/hour, effective 1-2-01. Job Vacancy Posted: 9-27-00. Entry Level Salary: $11.90/hour. Copy filed.

The Board approved the reclassification of Bridgit M. Barnes, Assistant County Attorney, County Attorneys Office, @ $55,378/year effective 1-3-01. Per AFSCME Attorney Contract agreement, from Step 10 to Step 11. Copy filed.

The Board approved the reclassification of Patrick E. Hinrichsen, Deputy Sheriff, County Sheriffs Dept., @$16.93/hour, effective 1-8-01. Per DSA Contract agreement, from Class 3 to Class 2. Copy filed.

The Board approved the reclassification of Dewey P. Sloan, Assistant County Attorney, County Attorneys Office, @$55,378/year, effective 1-9-01. Per AFSCME Attorney Contract agreement, from Step 10 to Step 11. Copy filed.

Motion by Clausen second by Welte to receive the County Medical Examiner budget (001-1111). Carried 4-0.

Motion by Welte second by Batcheller to receive the Center (Information & Referral) budget (001-5301) reduced by $1,640. Carried 4-0.

Motion by Batcheller second by Welte to receive the Center (Conservatorship Programs) budget (001-5302) reduced by $1,913. Carried 4-0.
