JANUARY 16, 2001TWENTY-SEVENTH MEETING OF THE BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 16, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller and Welte. Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Executive Session per Iowa Code Section 20.17(3) scheduled for this meeting was cancelled.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Batcheller to approve the regular Board minutes of January 9, 2001 as submitted. Carried 4-0.

Motion by Clausen second by Welte to approve the minutes of the first Executive Session of January 9, 2001 as submitted with corrected date. Carried 4-0.

Motion by Batcheller second by Welte to approve the minutes of the second Executive Session of January 9, 2001 as submitted with corrected date. Carried 4-0.

The Board approved the reclassification of Christine J. Garthright-Chwirka, Sr. Deputy Sheriff, County Sheriffs Dept., @ $18.99/hour, effective 1-08-01. Per DSA Contract agreement, from Class 1 to Sr. Class (4 yrs. + B.S. Degree.). Copy filed.

The Board approved the reclassification of Debbie S. Sewalson, Legal Secretary III, County Attorneys Office, @ $11.93/hour, effective 1-24-01. Per AFSCME Cthouse. Contract agreement, from Grade 6, Step 1 to Grade 6, Step 2. Copy filed.

The Board approved the reclassification of Troy M. Milligan, Correctional Officer, County Sheriffs Dept., @ $12.79/hour, effective 2-05-01. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.

The Board approved the reclassification of Jeramiah J. Bradshaw, Correctional Officer, County Sheriffs Dept., @ $12.79/hour, effective 2-05-01. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.

The Board approved the reclassification of Bobby L. Geisinger, Correctional Officer, County Sheriffs Dept., @ $12.79/hour, effective 2-05-01. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.

The Board approved the reclassification of Joshua J. Tyler, Correctional Officer, County Sheriffs Dept., @ $12.79/hour, effective 2-19-01. Per DSA Contract agreement, from Class 5 to Class 4. Copy filed.

Motion by Clausen second by Batcheller to authorize the Chairman to sign 2000 OSHA 200 Reports. Carried 4-0. Copy filed.

Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign New Class C Beer Permit and Sunday Sales Privilege for Heritage Express, Sloan, IA. and to approve an Iowa Retail Cigarette Permit Application for Heritage Express, Sloan, IA. Carried 4-0. Copy filed.

Motion by Welte second by Batcheller to receive Auditors Quarterly Report ending 12-31-00. Carried 4-0. Copy filed.

There was a presentation of a Resolution commending Ronald Ronfeldt for his years of service with Woodbury County.

Assistant County Attorney John Rusch and John Malloy, WCICC, gave an update on the telephone system.

Motion by Welte second by Clausen to appoint Randy Carpenter as a director with a term ending 12-31-02, Mauri Welte as a director with a term ending 12-31-03, Charles Johnson as a director with a term ending 12-31-01, and Rick Schneider as an alternate with a term ending 12-31-03, to the Loess Hills Alliance Board. Carried 4-0. Copy filed.

Bid letting for Secondary Roads Department Maintenance Facility at Pierson was held at 10:20 a.m.

Bids were as follows:

L & L Builders, Sioux City, IA $108,617
Metal Building Systems, Inc., Sioux City, IA $126,931
Wiese Construction, Cushing, IA $108,680

There were no further bids.

Motion by Batcheller second by Welte to receive the bids and to submit them to the county engineer for recommendation. Carried 4-0.

The Board discussed 28E Agreement with City of Sioux City for part of the cost of improving 170th Street with Brent Nelson, Senior Planner with the City of Sioux City.

Motion by Batcheller second by Clausen to approve the agreement and defer the installments one year. Carried 4-0. Copy filed.

Chad Ruhberg of SIMPCO addressed the Board concerning update 2025 to the Transportation Plan for Sioux City metro area.

The Board discussed the consideration of sale of property located at Payne & Sargisson Addition to Luton, IA, with Assistant County John Rusch.

Motion by Welte second by Batcheller to sell the county property abutting the property of
Keith S. Beebe and Sheleen K. Maffit for $1. Carried 4-0. Copy filed.

Action to approve a Sub-Contract Agreement with Siouxland Human Investment Partnership to provide partial funding for the administration costs through the Youth Development Grant from the Criminal and Juvenile Justice Planning Department was postponed.

Motion by Batcheller second by Welte to put out for bid the lease agreement of the County Farm. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or supervisors concerns.

Motion by Welte second by Clausen to receive the General Assistance Administration budget (001-5002) reduced by $700.00. Carried 4-0.

Motion by Welte second by Clausen to receive the General Assistance Services budget (001-5012). Carried 4-0.

Motion by Clausen second by Welte to receive the Secondary Roads Soil Conservation Program budget (001-6115). Carried 4-0.

Motion by Clausen second by Batcheller to receive the Secondary Roads Operations budget (220-7001) and the Secondary Roads Capital Projects budget (220-7201). Carried 4-0.

Motion by Batcheller second by Welte reduce the Woodbury County Information Services data processing equipment line item (001-9111-491-6105) by $91,000.00. Carried 3-1, Clausen opposed. Action to receive the Woodbury County Information Services budget (001-9111) was deferred one week.

Motion by Welte second by Batcheller to receive the Woodbury County Communication Services budget (002-9112). Carried 4-0.

The Board adjourned for lunch.

Motion by Welte second by Batcheller to receive the Department of Human Services budget (001-5001) reduced by $46,300.00. Carried 4-0.

Motion by Welte second by Clausen to receive the Recorder Administration & Services Program budget (001-8111), reduced by $36,330.00, and the Records Management Program budget (113-8112). Carried 4-0.

Motion by Welte second by Batcheller to receive the Auditor Administration Program budget (001-9011) reduced by $2,340.00. Carried 4-0.

Motion by Batcheller second by Welte to receive the Election Administration Program budget (002-8001) reduced by $549,935.00. Carried 4-0.

Motion by Welte second by Batcheller to receive the General Primary Election Program budget (002-8002), the School Elections Program budget (002-8011), the Special Elections Program budget (002-8012), the City General Election Program budget (002-8013), and the City Primary Election Program budget (002-8014). Carried 4-0.

The Board adjourned the regular meeting until January 23, 2001.
