JULY 31, 2001FIFTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 31, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Walish to approve the Board minutes of July 24, 2001 as submitted. Carried 5-0.

Motion by Clausen second by Walish to approve the minutes of the Executive session of July 24, 2001 as submitted. Carried 5-0.

The Board approved the separation of Patrick J. Benjamin, Equipment Operator, Secondary Roads, effective 7-23-01. Separation. Copy filed.

The Board approved the reclassification of Michele M. Lauters, Assistant County Attorney, County Attorneys Dept., @$43,712/yr., effective 8-4-01 per AFSCME County Attorney Contract agreement, from Step 3 to Step 4. Copy filed.

The Board approved the reclassification of Loan T. Huynh, Assistant County Attorney, County Attorneys Dept., @$39,504/yr., effective 8-7-01 per AFSCME County Attorney Contract agreement, from Step 1 to Step 2. Copy filed.

Motion by Welte second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for an Equipment Operator, Secondary Roads. Entry Level C.W.A.: $13.86/hr. Carried 5-0. Copy filed.

Motion by Welte second by Walish to approve the request of the County Auditor to act as Fiscal Agent for the Family Assistance Fund for the Department of Human Services. Carried 5-0.

Motion by Welte second by Clausen to approve and receive for signatures Resolution No. 9512 congratulating Woodbury County Treasurer Robert Knowler for Outstanding County Treasurer in the United States and receiving the Victor E. Martinelli Award. Carried 5-0.

A Resolution Congratulating Woodbury County Treasurer

Robert Knowler

For Outstanding County Treasurer in the United States and receiving the VICTOR E. MARTINELLI AWARD

WHEREAS Mr. Knowler increased the return on investment from $485,000 to over $1,200,000; and created investment policy of investing county funds in each and every Woodbury County Bank; re-established banking agreement with principle bank, which increased return on funds by over $400,000; and

WHEREAS Mr. Knowler remodeled and upgraded the Tax Department from 1917 for morale and efficiency; replaced terminals with PCs to enable electronic banking and communication; initiated ACH electronic banking for apportionment payments and monthly collection of tax futures; initiated acceptance of partial payments and future payments; revised tax statement for easier reading and understanding; revamped annual tax sale to attract 120 bidders resulting in 99.84% collection of real estate taxes; utilized District Court to collect past due taxes on buildings on leased land; initiated modem access for lenders and realtors; bar code tax receipts to decrease deposit times; eliminated 90% of the complaints for Tax Department; Initiated CD notification and payment receipts to escrow companies to decrease deposit times; and

WHEREAS Mr. Knowler revised sections of the Motor Vehicle department resulting in each clerk being able to perform all duties; eliminated separate cashiers by having all Clerks serve as own cashiers; revamped department to get more personnel at counter; eliminated filing and retrieving of registrations by contracting weekly updates on CDs; eliminated filing and retrieving of titles by imaging; contracted out monthly printing of renewal notices; initiated ACH payments from dealers; created separate Dealer Division in Motor Vehicle; acceptance of tax payments in Motor Vehicle; added a Motor Vehicle department clerk to the Drivers License Department at the Market Place at no additional expense; absorbed DNR and MV departments with elimination of County Recorder; and

WHEREAS Opened the Little Courthouse for full service tax, Motor Vehicle, and DNR in Anthon in cooperation with the City of Anthon, Iowa, with state of the art equipment; eliminating the need for two personnel on duty.

WHEREAS Initiated the Web Site for both departments with FAQ, data recovery and soon the ability to make payments through the web site.

WHEREAS The Board of Supervisors would like to congratulate Robert Knowler on winning the Victor E. Martinelli Award. Your leadership in Woodbury County has long been noticed by many.

NOW, THEREFORE,

BE IT SO RESOLVED by the Woodbury County Board of Supervisors that the undersigned members of the Board are very happy to see that Robert Knowler received the nationwide recognition he has earned by many years of diligent work.

BE IT RESOLVED by the Woodbury County Board of Supervisors in Woodbury County, Iowa: That we do hereby designate the following named banks to be depositories of the Woodbury County funds in amounts not to exceed the amount named opposite each of said designated depositories and Patrick F. Gill, Woodbury County Auditor/Recorder is hereby authorized to deposit the Woodbury County funds in amounts not to exceed in the aggregate the amounts named for said banks as follows, to wit:

Motion by Walish second by Batcheller to accept the bids of Great Plains International and Holcomb Freightliner to each furnish one tandem truck chassis per recommendation of the County Engineer. Carried 5-0. Copy filed.

Dawn Chapman from Woodbury Conservation Department gave an update on Western Iowa Tourism Region grant.

Dawn Chapman gave the Board an update on Conservation Board Summer Camp Program.

Dave Benson, Woodbury County Sheriffs Department gave a report on the county picnic.

The Board discussed Juvenile Prevention Funds with Gary Niles of Juvenile Court Services.

Motion by Welte second by Walish to move funds for juvenile prevention and intervention from the Board of Supervisors budget to Juvenile Court Services. Carried 5-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board drew lots for time slots for the architect presentations for the jail.

The Board adjourned the regular meeting until August 7, 2001.
