AUGUST 28, 2001NINTH MEETING OF THE BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 28, 2001 at 9:00 A.M. Board members present were Boykin, Clausen, Batcheller, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Batcheller to approve the Board minutes of August 21, 2001 as submitted. Carried 5-0.

The Board approved the reclassification of Donald R. Scarlett, F/T Youth Worker, Juvenile Detention Dept., @$12.51/hr., effective 9-08-01, per AFSCME J.D. Contract agreement, from Grade 1, Step 2 to Grade 1, Step 3. Copy filed.

The Board approved the reclassification of Diane L. DeKok, Grants Monitor Clerk II, County Auditor/Recorder Dept., @$10.86/hr., effective 9-08-01, per AFSCME Court House Contract agreement, from Grade 3, Step 2 to Grade 3, Step 3. Copy filed.

The Board approved the reclassification of Evelyn J. Thompson, Real Estate Clerk II, County Auditor/Recorder Dept., @$11.46/hr., effective 9-10-01, per AFSCME Court House Contract agreement, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.

The Board approved the separation of James J. Katcher, Assistant County Attorney, County Attorney Dept., effective 10-02-01. Resignation. Copy filed.

Motion by Welte second by Clausen to approve and authorize the Chairman to sign the authorization to initiate hiring process for an Assistant County Attorney, County Attorney Dept. Entry Level: AFSCME Attorney: $37,500/year. Carried 5-0. Copy filed.

Motion by Clausen second by Batcheller to approve Iowa Department of Public Safety/Governors Traffic Safety Bureau Alcohol Grant, PAP 02-02, Task 27 Agreement and Grant Procedure Request for FY 2001-2002. Carried 5-0. Copy filed.

Motion by Batcheller second by Clausen to approve Local Law Enforcement Block Grant for FY 2001-2003. Carried 5-0. Copy filed.

Motion by Walish second by Batcheller to set a public hearing for the Local Law Enforcement Block Grant for Friday, September 14, 2001. Carried 5-0.

The Board discussed with Cal and Barb Tyer, Woodbury County Fair Managers, a request to help the Woodbury County Fair Association fund new bleachers.

Motion by Welte second by Batcheller assist the Woodbury County Fair Association fund new bleachers by approving an $8,000.00 expenditure from the Infrastructure/Economic Development Fund. Carried 5-0. Copy filed.

The Board discussed the consideration of appointing an additional architect firm for the jail project.

Motion by Batcheller second by Walish to add F.E.H. Associates, Inc. to the list of architect firms being considered for the jail project. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Rick Schneider, Woodbury County Conservation Director, invited the Board Members to participate in the state associations conference being held in Sioux City this year.

Supervisor Welte asked for an explanation of an issue involving the voting precinct in Pierson for the school board election. County Auditor Pat Gill explained the issue.

Motion by Clausen second by Welte to authorize the Chairman to send a letter to the Plymouth County Auditor advising her of the concerns the Board has regarding the disenfranchising of the Pierson precinct voters. Carried 5-0.

The Board directed Mark Elgert of building services to proceed with actions to remove asbestos from the Board Room.

Motion by Batcheller second by Walish to go into Executive Session #1 per Iowa Code Section 21.5(1)(c). Carried 5-0 on roll call vote.

Motion by Welte second by Walish to go out of Executive Session #1. Carried 5-0 on roll call vote.

Motion by Welte second by Walish to go into Executive Session #2 per Iowa Code Section 21.5(1)(c). Carried 5-0 on roll call vote.

Motion by Welte second by Batcheller to go out of Executive Session #2. Carried 5-0 on roll call vote.

Motion by Welte second by Batcheller to approve the recommendation of Joy Caudron of Human Resources regarding a workers compensation claim against Woodbury County. Carried 5-0.

Motion by Clausen second by Batcheller to approve the recommendation of Assistant County Attorney John Rusch to resolve an issue involving real estate in Woodbury County. Carried 5-0.

The Board adjourned the regular meeting until September 4, 2001.
