MARCH 26, 2002THIRTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 26, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Rusch, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

There was an Open House of the newly remodeled Board of Supervisors Meeting Room.

Motion by Batcheller second by Walish to approve the Board minutes of March 19, 2002 as submitted. Carried 4-0, Clausen abstained.

The Board approved the reclassification of Dawn M. Norton, Civil Clerk, County Sheriff Dept., @$11.84/hr., effective 3-31-02. Per AFSCME Cthouse, Contract agreement, from Grade 2, Step 4 to Grade 2, Step 5. Copy filed.

The Board approved the separation of Daniel D. Nettleton, Jail Nurse, County Sheriff Dept., effective 4-02-02. Resignation. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign the authorization to initiate hiring process for a Jail Nurse, County Sheriff Dept. Entry Level: $16.13/hour. Carried 5-0. Copy filed.

J.D. Pellersels, Human Resource Director, discussed Severe Weather Awareness Week and severe weather drill with the Board.

There was a discussion of county employees drivers license eligibility for those who operate Woodbury County vehicles in the performance of their job functions or utilize their own vehicle and are reimbursed a mileage rate by the county.

Motion by Boykin second by Walish to postpone action for one week to approve and authorize the Chairman to sign a resolution setting Public Hearing for sale of real estate Parcel # 26010 to the City of Sioux City.

Motion by Welte second by Batcheller to approve and authorize the Chairman to sign a Class C Liquor License Permit, Sunday Sales Privilege and Outdoor Service Application for the Anthon Golf Club, Inc., Anthon, IA. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to approve and receive for signatures a resolution proclaiming March 25-31, 2002 as Big Brothers Big Sisters Week. Carried 5-0.

PROCLAMATION

IN SUPPORT OF BIG BROTHERS & BIG SISTERS WEEK


WHEREAS, Big Brothers Big Sisters of Siouxland was established in 1978 and has served area
children and youth by matching them with trained adult volunteer mentors; and

WHEREAS, in 2002, Big Brothers Big Sisters of Siouxland will serve more than 300 young people
through mentoring;

WHEREAS, Big Brothers Big Sisters of Siouxland offers volunteering options for single person,
couples and families and offers programs in either school-based or community-based
settings; and

WHEREAS, An independent national research firm interviewed children who had participated in
Big Brothers Big Sisters programs, and found them to be less likely to use drugs and
alcohol, their school performance and attendance improved, they are more trusting of
adults, and had better overall self-esteem; and

WHEREAS, Big Brothers Big Sisters is nationally recognized as the leader in youth mentoring;

THEREFORE, The Woodbury County Board of Supervisors do hereby proclaim

BIG BROTHERS BIG SISTERS WEEK

in Woodbury County, Iowa, and urge the citizens give full support of efforts toward enabling our young people to live productive lives and achieve their potential.

The Board discussed the consideration of purchase of the Eagles Club Building.

Motion by Batcheller second by Boykin to postpone action for one week to approve and authorize the Chairman to sign an Offer to Buy Real Estate and Acceptance for the purchase of the Eagles Club Building. Carried 5-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Keith Tjeerdsma, 111 Carter Road, asked about dams along Elk Creek Road.

Floyd Baber, 106 Carter Road, asked about paving Glen Ellen Road.

Ron Michener, 2575 Ida Avenue, expressed concerns about roads and a bridge near the county landfill.

The Board reviewed draft of Secondary Road Construction Program for FY 2002-07 with Richard J. Storm, County Engineer, per Chapter 309.22 of the Iowa Code.

The Board adjourned the regular meeting until April 2, 2002.
