NOVEMBER 19, 2002TWENTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 19, 2002 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen. Walish and Welte were absent. Staff members present were Karen James, Board Administrative Coordinator, Diane Swoboda Peterson, Deputy/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Motion by Boykin second by Batcheller to go into Executive Session per Iowa Code Section 21.5(1)(c). Carried 3-0 roll call vote.

Motion by Boykin second by Clausen to go out of Executive Session. Carried 3-0. on roll call vote.

Motion by Boykin second by Batcheller to follow attorneys recommendations. Carried 3-0.

Meeting called to order.

Motion by Boykin second by Clausen to approve the Board minutes of November 12, 2002 as submitted. Carried 2-0. Batcheller abstained.

Motion by Boykin second by Clausen to approve the minutes of Executive Session of November 12, 2002 as submitted. Carried 2-0. Batcheller abstained.

The Board approved the appointment of Bradley D. Rose, Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 11-20-02. Job Vacancy Posted: 7-31-02. Entry Level Salary: $13.70/hour. Copy filed.

The Board approved the appointment of Debbie R. Cooper, Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 11-20-02. Job Vacancy Posted: 10-16-02. Entry Level Salary: $13.70/hour. Copy filed.

Discussion on policy regarding employees using County or personal vehicles in performance of job was tabled until next week because two of five Board members were absent.

J.D. Pellersels, Director of Human Recourses, announced Harassment Training was taped and all supervisory staff and Board members should view.

Motion by Batcheller second by Boykin to approve Auditors request for administrative recount of Precinct 45. Carried 3-0. Copy filed.

Motion by Boykin second by Batcheller to authorize the Chairman to sign Management Agreement for Browns Lake between the Iowa Department of Natural Resources and Woodbury County. Carried 3-0. Copy filed.

Motion by Batcheller second by Boykin to acknowledge the appointment of Margaret Crow for the Office of Council Member for the City of Cushing until the next regular city election to fill a vacancy of office previously held by Keith Jackson. Carried 3-0. Copy filed.

Motion by Boykin second by Batcheller to authorize the Chairman to sign Amendment to Natural Resources Conservation Service, Agreement No. 69-6114-2-008 and 69-6114-2-009. Carried 3-0. Copy filed.

Motion by Batcheller second by Boykin to rescind the Public Hearing for the $800,000 General Obligation Capital Loan Notes as an essential county purpose and set the new Public Hearing Date on November 26, 2002 at 10:10 a.m. Carried 3-0. Copy filed.

John Malloy, WCICC Director, and Jason Kolda gave a presentation on the county web site for jail communication.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Janeese Martin, Tax Research Conference, asked to be allowed to attend preliminary budget hearings and the Board agreed.

Gary Brown, Director of Disaster and Emergency Services, would like to have extra county computers given to county Emergency Medical Services offices. Board will ask Gary Brown for a plan on how the computers will be used.

The Board adjourned the regular meeting until November 26, 2002.
