FEBRUARY 25, 2003-THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 25, 2003 at 9:00 A.M. Board members present were Boykin, Clausen, Walish and Welte; Batcheller was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Welte second by Boykin to approve the Board minutes of February 18, 2003 as submitted. Carried 4-0.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign Resolution No. 9622 approving petition for suspension of taxes for J.M. and E.M. Carried 4-0.

RESOLUTION # 9622

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES

WHEREAS, John D. and Evelyn M. Mitchell, as titleholders of real estate located at 1825 S. Cedar Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #201450

Lot Seven (7) Block Ten (10), Hedges Morningside Addition, Sioux City, Woodbury County, Iowa

WHEREAS, John D. and Evelyn M. Mitchell as titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

SO RESOLVED this 25th day of February, 2003.

Motion by Clausen second by Welte to acknowledge the appointment of Jani Sparr, 2013 Kossuth Avenue, Anthon, IA to the office of Woodbury County Extension Council Member to fill a vacancy until the General Election of 2004. This appointment is to fill the office previously held by Nancy Countryman. Carried 4-0. Copy filed.

The Board approved the interim salary increase of Faye E. Hill, Clerk II, Planning & Zoning Dept., @$14.47/hour, effective 1-21-03. 10% interim salary increase for additional duties. Retro Pay Due. Copy filed.

The Board approved the separation of Melissa M. Holsinger, F/T Youth Worker, Juvenile Detention Dept., effective 2-18-03. Separation. Copy filed.

The Board approved the reclassification of Evelyn J. Thompson, Real Estate Clerk II, County Auditor/Recorder Dept., @$13.15/hour, effective 3-10-03. Per AFSCME Cthouse. Contract agreement, from Grade 3, Step 4 to Grade 3, Step 5. Copy filed.

The Board approved the reclassification of Kimberly A. McKern, Motor Vehicle Clerk II, County Treasurer Dept., @$11.42/hour, effective 3-13-03. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 2 to Grade 4, Step 3. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign the authorization to initiate hiring process for In-House Posting for F/T Female Youth Worker, Juvenile Detention Department, Entry Level AFSCME J.D.: Current Wage. Carried 4-0. Copy filed.

The Board discussed with Veteran Affairs Administrator John Priestley FY 2003 budget for Veteran Affairs.

Motion by Boykin second by Welte to approve the expenditure of $25,000.00 from reserves for Veteran Affairs. Carried 4-0.

Public Hearing on FY 03 Budget Amendment #2 was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said Budget Amendment #2.

Motion by Clausen second by Boykin to close the public hearing as there was no one wishing to be heard on said Budget Amendment #2. Carried 4-0.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign Budget Amendment #2 for fiscal year ending 2003. Carried 4-0. Copy filed.

Motion by Clausen second by Boykin to authorize the Chairman to sign detour agreement between Woodbury County and Iowa Department of Transportation for replacement of a bridge on IA 140 northeast of Moville, per recommendation of the county engineer. Carried 4-0. Copy filed.

The Board received and discussed with County Engineer Richard Storm the offer from Mr. and Mrs. Fran Carr to purchase county property.

Keith Marvin from JEO Associates, Wahoo, NE, gave a presentation of Woodbury County Comprehensive Plan and ordinances.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Boykin second by Clausen to go into Executive Session per Iowa Code Section 20.17 (3). Carried 4-0 on roll call vote.

Motion by Boykin second by Welte to go out of Executive Session. Carried 4-0 on roll call vote.

The Board adjourned the regular meeting until March 4, 2003.
