JUNE 3, 2003FORTY-EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 3, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Welte to approve the Board minutes of May 27, 2003 as submitted. Carried 5-0.

The Board approved the reinstatement of Bradley D. Rose, Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 5-19-03. Reinstatement due to return from Military Leave of Absence. Copy filed.

The Board approved the reclassification of Lorie G. Jepsen, P/T Secretary, Disaster Services Dept., @$11.86/hour, effective 5-22-03. Per Wage Plan comparative with AFSCME Cthouse. Contract, from Grade 3, Step 3 to Grade 3, Step 4. Copy filed.

The Board approved the appointment of Timothy R. Kacena, Correctional Officer, County Sheriff Dept., @$13.70/hour, effective 6-5-03. Job Vacancy Posted: 3-5-03 Entry Level Salary: $13.70/hour. Copy filed.

The Board approved the reclassification of Eva L. Lambert, Custodian, Building Services Dept., @$9.75/hour, effective 6-5-03. Per AFCME Cthouse. Contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.

The Board approved the reclassification of Kay R. Wagner, Vital Statistics Clerk II, County Auditor/Recorder Dept., @$10.72/hour, effective 6-5-03. Per AFSCME Cthouse. Contract agreement, from Grade 3, Step 1 to Grade 3, Step 2. Copy filed.

Cathy Mengel from First Administrators, Inc., addressed the Board concerning dental plan rates/reserves, health plan (stop loss & category premium), and administrative fee for TPA & consultative fee.

Ms. Mengel recommended the dental plan premium rates and reserves to remain the same, stop loss level to be at $100,000.00 and the premium level for 2003-2004 to remain the same and an increase in administrative fee for the 2003-2004 year medical fee from $8.15 per person to $9.15 per person and the utilization fee at $1.80 per person to $2.00 per person.

Motion by Welte second by Boykin to approve the recommendation of Kathy Mengel. Carried 5-0. Copy filed.

Motion by Boykin second by Welte to approve Woodbury County Employee Cafeteria Plan administrative rates for FY 2003-04. Carried 5-0. Copy filed.

The Board announced the winners of the Woodbury County flag design. The first place winner was Paul Smith II, the second place winner was Nick Martinez and the third place winner was Loc Huynh.

Motion by Batcheller second by Boykin to approve the application for Iowa Retail Cigarette Permit for Salix Grocery, 1556 275th St., Salix, IA. Carried 5-0. Copy filed.

Motion by Clausen second by Welte to approve and authorize the Chairman to sign intergovernmental 28E Agreement with the State of Iowa Department of Natural Resources. Carried 5-0. Copy filed.

There was a discussion of the architects recommendation regarding courtroom renovation.

Motion by Boykin second by Clausen to approve the development of a plan to install a removable floor panel in the witness stand of each courtroom in the courthouse. Carried 5-0. Copy filed.

Schaeffer Ridgeway, Natural Resources Conservation Service (NRCS), gave an update on Glen Ellen Watershed Dam Rehabilitation Program.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign Certificate of Completion for the following Projects: L-EWP-02(1)73-97, L-EWP-02(2)73-97, L-EWP-02(4)73-97. Carried 5-0. Copies filed.

Motion by Boykin second by Clausen to receive the quotes and accept the quote of Vogel Traffic Services, Inc., Orange City, Iowa, for 2003 Maintenance Paint Stripping Program, per recommendation of the county engineer. Carried 5-0. Copy filed.

The Board discussed Woodbury County Comprehensive Plan and Zoning Ordinances with Keith Marvin from JEO Associates.

Motion by Batcheller second by Boykin to adopt Woodbury County Comprehensive Plan effective July 1, 2003 and to be reviewed July 5, 2005. Carried 5-0.

Motion by Clausen second by Welte to adopt the proposed Zoning Ordinance and Subdivision Ordinance to be reviewed July 5, 2005. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Nancy Countryman addressed the Board with concerns about illegal dumping taking place in the county and other problems facing the county landfill.

Motion by Batcheller second by Boykin to go into Executive Session per Iowa Code Section 21.5(1)(i) at the request of a person applying for a position within county government. Carried 5-0 on a roll call vote.

Motion by Clausen second by Boykin to go out of Executive Session. Carried 5-0 on a roll call vote.

Motion by Welte second by Boykin to go into Executive Session per Iowa Code Section 21.5(1)(i) at the request of a person applying for a position within county government. Carried 5-0 on roll call vote.

Motion by Boykin second by Batcheller to go out of Executive Session. Carried 5-0 on roll call vote.

Motion by Boykin second by Welte to go into Executive Session per Iowa Code Section 21.5(1)(i) at the request of a person applying for a position within county government. Carried 5-0 on a roll call vote.

Motion by Batcheller second by Boykin to go out of Executive Session. Carried 5-0 on a roll call vote.

Motion by Clausen second by Boykin to go into Executive Session per Iowa Code Section 21.5(1)(i) at the request of persons applying for a position within county government. Carried 5-0 on a roll call vote.

Motion by Boykin second by Batcheller to go out of Executive Session. Carried 5-0 on a roll call vote.

Motion by Welte second by Boykin to make an offer to hire to an individual as discussed in the previous Executive Session. Carried 5-0.

The Board adjourned the regular meeting until June 10, 2003.
