JULY 15, 2003 - THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 15, 2003 at 9:00 A.M. Board members present were Batcheller, Boykin, Walish and Welte; Clausen absent. Staff members present were Karen James, Board Administrative Coordinator, and Diane Swoboda Peterson, Deputy Recorder/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

The motion to approve the Board minutes of July 8, 2003 was tabled because there were not enough board members who were present at the meeting to vote.

The Board approved the appointment of Justin J. Renner, Correctional Officer, County Sheriff Dept., @$14.18/hour, effective 7-16-03. Job Vacancy Posted: 5-13-03. Entry Level Salary: $14.18/hour-04 FY. Copy filed.

The Board approved the separation of Timothy R. Kacena, Correctional Officer, County Sheriff Dept., effective 7-20-03. Resignation. Copy filed.

The Board approved the reclassification of Faye E. Hill, Clerk II, Planning & Zoning Dept., at $15.65/hour, effective 7-1-03. 15% Interim Salary Adjustment for added duties, (5% Retro Pay due from 1-21-03). See P.A. form for details of Retro Pay calculations. Copy filed.

Motion by Welte second by Boykin to approve and authorize the Chairman to sign the authorization to initiate hiring process for a two (2) part-time Male Youth Workers and two (2) part-time Female Youth Workers for Juvenile Detention Dept., Entry Level: AFSCME J.D.: $12.45/hour; and for one (1) Male Correctional Officer, County Sheriff Dept., DSA Entry: $14.18/hour. There was a discussion on Health and Insurance Portability and Accountability Act (HIPAA) policies and forms.

Motion by Batcheller second by Boykin to approve the Health and Insurance Portability and Accountability Act (HIPAA) policies and forms implementation for Woodbury County. Carried 4-0. Copy filed.

Motion by Boykin second by Welte to approve and authorize the Chairman to sign Resolution No. 9671 naming depositories of Woodbury County funds. Carried 4-0.

The Board reviewed cost estimates and funding of DeRocher Path improvements with Richard Storm, Woodbury County Engineer. Alex Shumansky made a few comments.

Motion by Boykin second by Batcheller to approve and receive for signatures a resolution requiring employment contract to operate pumps of the Wolf Creek/Pumping District for 2003 crop year. Carried 4-0.

RESOLUTION NO. 9676

WOLF CREEK DRAINAGE DISTRICT/PUMPING STATION

RESOLUTION REQUIRING CONTRACT
TO OPERATE PUMPS

WHEREAS, the Woodbury County Board of Supervisors is the governing body of the Wolf Creek Drainage District and as the governing body has approved and established certain pumping stations in connection therewith; and

WHEREAS, the Board of Supervisors as the governing body of the Wolf Creek Drainage District and its pumping station(s) has previously contracted for the pumping of excess surface waters in the Wolf Creek Pumping Station District; and

WHEREAS, it appears that authority for pumping of excess surface waters including the use of the district owned pumping equipment should be renewed in the event of rainfall which might require pumping in the affected area.

NOW THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that this Board as Trustees of Wolf Creek Pumping Station District should enter into a contract for the crop year of 2003, for the operation and maintenance of the pumping stations in the Wolf Creek Drainage District heretofore established by this Board.

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized and directed to enter into that Employment Contract with Douglas Washburn, as per the attached form of Employment Contract, subject to the Guidelines for the operation of the Wolf Creek Pumping Station District.

IT IS FURTHER RESOLVED that in connection herewith, the Contractor, Douglas Washburn, will furnish evidence of insurance as required by Paragraph 4 of said Contract.

Nancy Countryman, Director of Woodbury County Sanitary Landfill, discussed Solid Waste Ordinance with the Board.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until July 22, 2003.
