DECEMBER 2, 2003 - TWENTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 2, 2003 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, and Welte, Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Clausen to approve the Board minutes of November 25, 2003 as submitted. Carried 4-0.

Motion by Boykin second by Clausen to amend the agenda by adding an executive session for collective bargaining. Carried 4-0.

The Board approved the separation of Diane L. DeKok, Grant Clerk II, County Auditor/Recorder Dept., effective 11-25-03. Copy filed.

The Board approved the appointment of James D. Loomis, Assistant County Attorney, County Attorney Dept., @$39,700/year, effective 12-01-03. Amended hire date. Copy filed.

The Board approved the reclassification of Kristina E. Ford, M. V. Clerk II, County Treasurer Dept., @$11.82/hr., effective 12-18-03. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 2 to Grade 4, Step 3. Copy filed.

Motion by Batcheller second by Boykin to approve the recommendation of Richard Storm, County Engineer, and accept the quote to furnish and install hydraulic truck conveyor, model 1800, from Steffen Truck and Equipment Co., for a total cost of $6,123.00. Carried 4-0. Copy filed.

Bid letting was held for furnishing and installing a dump box, hoist, and hydraulics.

Motion by Clausen second by Batcheller to receive the bids for furnishing and installing a dump box, hoist, and hydraulics and submit to the county engineer for review and recommendation. Carried 4-0. Copy filed.

There was a presentation of Certificates for CERT Training participants.

A second reading was held for consideration and approval on a County ordinance establishing an area of U. S. Highway 20 prohibiting the use of compression brakes.

Motion by Batcheller second by Boykin to approve the second reading of the proposed Woodbury County Ordinance, submitted by Glenn Metcalf, City of Moville. Carried 4-0. Copy filed.

A second reading was held for possible consideration and action on a County ordinance establishing restricted parking adjacent to the City of Moville.

Motion by Clausen second by Boykin to approve the second reading of the proposed Woodbury County Ordinance establishing restricted parking adjacent to the City of Moville, submitted by Glenn Metcalf, City of Moville. Carried 4-0. Copy filed.

The Board discussed a proposal to acquire the new Siouxland Regional Transit System Building.

Motion by Batcheller second by Boykin to approve the request from Siouxland Regional Transit System to acquire a property for the construction of a new building. Failed 0-4.

The Board discussed funding for Phase VI Courthouse Restoration, with Patty Erickson-Puttmann, Social Services Coordinator.

Motion by Batcheller second by Clausen to pay the architectural expenses for Phase VI Courthouse Restoration from the infrastructure fund. Carried 3-1, Welte opposed. Copy filed.

The Public Hearing was held on the Local Law Enforcement Block Grant at 10:30 a.m. The Chairman called on anyone wishing to be heard.

Motion by Boykin second by Batcheller to close the public hearing on the Local Law Enforcement Block Grant, as there was no one present wishing to be heard. Carried 4-0.

Motion by Boykin second by Clausen to approve the application for the Local Law Enforcement Block Grant. Carried 4-0.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Boykin second by Clausen to sponsor a lunch and school for township trustees to be paid from rural assistance. Carried 4-0.

County Sheriff, Dave Amick, and County Attorney Tom Mullin discussed with the Board the fiscal year 2005 budget, including possible revenue generation.

Motion by Boykin second by Clausen to go into Executive Session per Iowa Code Section 20.17(3). Carried 4-0 on roll call vote.

Motion by Boykin second by Batcheller to go out of Executive Session. Carried 4-0 on roll call vote.

The Board adjourned the regular meeting until December 9, 2003.
