JANUARY 20, 2004 - TWENTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, January 20, 2004 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Boykin to approve the Board minutes of January 13, 2004 as submitted. Carried 5-0.

The Board approved the reclassification of Robert F. Norris, P/T Youth Worker, Juvenile Detention Dept., @$15.69/hour, effective 2-7-04. Per AFSCME Juv. Det. Contract agreement, from Grade 1, Step 3 to Grade 1, Step 4. Copy filed.

The Board approved the reclassification of Terry C. Ganzel, Assistant County Attorney, County Attorney Dept., @$62,540/year, effective 2-8-04. Per AFSCME Asst. Attorney Contract agreement, from Step 10 to Step 11. Copy filed.

The Board approved the reclassification of Rose M. Griffith, Jail Administrative Assistant, County Sheriff Dept., @$20.04/hour, effective 1-6-04. **Typo Correction of Salary Request from $20.24/hr. to $20.04/hr. to amend Memorandum of 1-13-04. Copy filed.

Motion by Boykin second by Walish to authorize the Chairman to sign OSHA 300 forms for 2003. Carried 5-0. Copy filed.

The Board discussed Woodbury County health insurance premium report.

Action to approve Woodbury County health insurance premium report from First Administrators relating to Countys recommended premium increase of 13% effective July 1, 2004 was postponed until a representative could be here to discuss it with the Board.

The Board discussed proposal from Building Services Department night shift operations

Motion by Walish second by Batcheller to approve restructuring the night shift reorganization plan for the Building Services Department. Carried 5-0. Copy filed.

The Board discussed labor bargaining unit contracts for implementation July 1, 2004.

Motion by Batcheller second by Walish to ratify the CWA bargaining unit contract representing Secondary Roads and DSA bargaining unit contract representing the Sheriffs Department. Carried 5-0. Copy filed.

There was an introduction of SIMPCOS new co-directors, Jane Gilbert and Dwight Lang.

John Pylelo, Planning and Zoning Director, addressed the Board concerning Rural Residential Task Force Committee.

Motion by Batcheller second by Boykin to approve R-1 Rural Residential Task Force Committee. Carried 5-0. Copy filed.

Perry Nelson, 1742 140th, Chad Hofer, 1631 County Home Road, Cindy Bauman, 6971 Morningside Ave., Rochelle Lundy, 24154 K-30, Plymouth County, Mike Knight, 1524 Old Hwy 141, Bill Bride, 1505 Buchanan Ave., Sharon Rohmiller, 1252 Carroll Ave., Homer Dewitt, 1477 Carroll Ave., Christine Walker, 828 Romans Road, Tom Bride, 1900 Cecelia, Gail Bauerly, 7463 Correctionville Road, and Steve Husk, 5800 Stone Ave., made a presentation to the Board.

Woodbury County Sheriff Dave Amick and Deputy Mike Ingram discussed fine collections with the Board.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Rich Krueger addressed the Board with concerns about purchasing some land from the Board.

Dennis Butler, County Auditors Department, and the Board discussed the following:

Possible additional funding for the self liability insurance fund.

Increased computer cost to the Conservation Department that will be billed by W.C.I.C.C. for FY 2005. The Board accepted Conservation Departments reduction of $37,673.00 from FY 05 budget.

Increased health insurance premium effective July 1, 2004.

Budget reductions by the various departments in the General Basic Fund in regard to the request made by them to the Board of Supervisors.

Motion by Batcheller second by Clausen to reduce the Sheriffs budget by $263,038.00. Carried 5-0.

Motion by Batcheller second by Walish to reduce the County Attorneys budget by $62,054.00. Carried 3-2, Boykin and Clausen voted no.

Motion by Clausen second by Batcheller to reduce the Siouxland District Healths appropriation by $49,445.00. Carried 5-0.

Motion by Boykin second by Clausen to reduce the Department of Human Services appropriation by $6,067.00. Carried 5-0.

Motion by Clausen second by Boykin to receive the Veteran Affairs budget without reduction. Carried 5-0.

Motion by Boykin second by Clausen to reduce the County Auditors budget by $71,638.00. Carried 5-0.

Motion by Clausen second by Batcheller to reduce the County Treasurers budget by $47,667.00. Carried 5-0.

Motion by Batcheller second by Clausen to reduce the Human Resources Department budget by $6,629.00. Carried 5-0.

Motion by Boykin second by Walish to reduce the Building Services Department budget by $47,733.00. Carried 5-0.

Motion by Boykin second by Batcheller to reduce the W.C.C.I.C. budget by $77,500.00. Carried 5-0.

Motion by Clausen second by Batcheller to postpone action for the Communication Centers budget. Carried 5-0.

The Board canvassed the Drainage Ditch Elections held on January 17, 2003.

Patrick F. Gill, Commissioner of Elections, presented the canvass of the Drainage Ditch Elections held on January 17, 2003.

For the office of Trustee. Sub District #1 for the Farmers Drainage District, there were Four Thousand Seven Hundred Forty-Five (4,745) ballots cast as follows:

John Hollenbeck received 4,745 votes
Write In Votes none

John Hollenbeck was duly elected to the office of Trustee, Farmers Drainage District Sub District #1 for the term of three (3) years.

For the office of Trustee, Sub District #1 for the Garretson Drainage District, there were Two Thousand Ninety-Eight (2,098) ballots cast as follows:

Richard Morse (Write In) received 2,098 votes

Richard Morse was duly elected to the office of Trustee, Garretson Drainage District Sub District #1, for the term of three (3) years.

Motion by Batcheller second by Boykin to receive for signatures the Canvass of the Farmers and the Garretson Drainage Ditch Elections. Carried 5-0. Copies filed.

The Board adjourned the regular meeting until January 27, 2004.
