FEBRUARY 17, 2004 THIRTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 17, 2004 at 9:00 AM. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Clausen to approve the Board minutes of February 10, 2004 as submitted. Carried 5-0.

Motion by Boykin second by Clausen to amend the agenda to include an item to initiate the hiring process for a grant position in emergency services. Carried 5-0.

The Board approved the separation of Sara J. Miller, Correctional Officer, County Sheriff Dept., effective 2-06-04. Copy filed.

The Board approved the separation of Carol L. Swanger, P/T Secretary II, Disaster Services Dept., effective 2-27-04. Resignation. Copy filed.

The Board approved the reclassification of Kimberly K. McKern, Motor Vehicle Clerk II, County Treasurer Dept., @$12.47/hour, effective 3-13-04. Per AFSCME Cthouse. Contract agreement, from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.

Motion by Batcheller second by Boykin to authorize the Chairman to sign the Iowa Individual Health Benefit Reinsurance Program 2003 Annual Reporting Form. Carried 5-0. Copy filed.

Motion by Boykin second by Walish to authorize the Chairman to sign the authorization to initiate the hiring process for a full-time Secretary II position, Disaster Services Dept. @$10.26/hour. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to postpone action to approve and authorize the Chairman to sign a resolution approving tax suspension for T.L.P. and L.M.P. Carried 5-0.

Motion by Batcheller second by Boykin to authorize the Chairman to sign Certificate of Completion for Project L-EWP-03(1)73-97. Carried 5-0. Copy filed.

There was a review of FY 03/04 DOT budget and proposed FY 04/05 budget.

Motion by Clausen second by Walish to acknowledge the appointment of Chuck Hoelker, 2468-110th St., Kingsley, IA, for the office of Banner Township Clerk, to fill a vacancy until the General Election for the office previously held by LeRoy Hoelker. Carried 5-0. Copy filed.

The Public Hearing on MPM Farms Iowa Department of Natural Resources (IDNR) dairy confinement feeding operation construction permit application (Parcel #756060) was held at 10:16 AM. The Chairman called on anyone wishing to be heard on said application.

Motion by Clausen second by Batcheller to close the Public Hearing on MPM Farms IDNR dairy confinement feeding operation construction permit application as there was no one present wishing to be heard on said application. Carried 5-0.

There was a discussion of recommendation to IDNR regarding MPM Farms dairy confinement feeding operation construction permit application.

Motion by Batcheller second by Walish to approve MPM Farms IDNR dairy confinement feeding operation construction permit application (Parcel #756060) and submit to Iowa Department of Natural Resources. Carried 5-0. Copy filed.

John Malloy, Director of WCICC, discussed Auditors software with the Board.

Motion by Batcheller second by Boykin to approve purchase of real estate software for the Auditors Office to be paid from riverboat funds. Carried 5-0. Copy filed.

Motion by Boykin second by Clausen to authorize the Chairman to sign application form for Grants to Counties Well Program for FY 2005 (7/1/04 6/30/05). Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Dennis Butler from County Auditors Office had a general discussion of FY 2005 Budget with the Board.

Motion by Batcheller second by Boykin to set a public hearing for March 9, 2004 at 10:15 AM for consideration of the budget. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until February 24, 2004.
