NOVEMBER 30, 2004 TWENTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 30, 2004 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Walish and Welte. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Clausen to approve the Board minutes of October 26, 2004 as submitted. Carried 5-0.

Motion by Boykin second by Walish to approve the Board minutes of November 2, 2004 as submitted. Carried 5-0.

Motion by Batcheller second by Walish to approve the Board minutes of November 9, 2004 as submitted. Carried 5-0.

Motion by Walish second by Batcheller to approve the Board minutes of November 23, 2004 as submitted. Carried 5-0.

The Board approved the reclassification of Timothy Mech, Correctional Officer, County Sheriff Dept., @$15.31/hour, effective 12-10-04. Per DSA Contract agreement, from Class 3 to Class 2. Copy filed.

The Board approved Larry D. Clausen, Board Member, Board of Supervisors @$27,693/year, effective 01-01-05. Elected Official / 4 year term. Copy filed.

The Board approved Mark A. Monson, Board Member, Board of Supervisors @$27,693/year, effective 01-01-05. Elected Official / 4 year term. Copy filed.

Motion by Walish second by Batcheller to approve lifting the tax suspension for D. J. S. and K. L. S. Carried 5-0. Copy filed.

Motion by Boykin second by Clausen to approve lifting the tax suspension for R. A. O. Carried 5-0. Copy filed.

The Board discussed County Boards and Commissions for Calendar Year 2005.

The Board discussed the process for the hiring of the Economic Development Director.

Mr. Welte recommended a process of narrowing the applications to five, then employing the Rural Economic Development Advisory Committee to narrow the applications to three and then the Board would select the finalist after interviews.

Motion by Batcheller second by Walish to approve the recommended process for selecting an Economic Development Director. Carried 5-0.

Budget/Tax Analyst Dennis Butler and the Board had a budget discussion of FY 2005-06.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Sheriff Dave Amick and Chief Deputy Dave Drew discussed personnel needs of the Sheriff.

John Malloy, WCICC Director, discussed with the Board a process to select a provider for the Countys phone service.

The Board adjourned the regular meeting until December 7, 2004.
