JANUARY 3, 2005 FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Monday, January 3, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

The Oath of Office was administered to Elected Officials by Judge Gary Wenell to:

Board of Supervisors - Larry Clausen and G. R. Batcheller
Board of Supervisors - Mark Monson
County Sheriff - Glenn Parrett.
County Auditor/Recorder & Commissioner of Elections - Patrick Gill

Meeting called to order.

Motion by Clausen second by Walish to approve the appointment of George Boykin as the Chairman for the 2005 session. Carried 5-0.

Motion by Batcheller second by Walish to approve the Board minutes of December 21, 2004 as submitted. Carried 5-0.

Motion by Batcheller second by Clausen to approve the appointment of Doug Walish as the Chairman Pro Tem for 2005 session. Carried 5-0.

Motion by Batcheller second by Monson to approve the appointment of County Engineer, Richard Storm. Carried 5-0.

Motion by Clausen second by Monson to approve the appointment of Dr. Thomas Carroll as County Medical Examiner. Carried 5-0.

Motion by Monson second by Batcheller to approve Larry Clausen as County
Representative to the Third Judicial District, Department of Correctional Services. Carried 5-0.

Motion by Clausen second by Monson to appoint Kerby G. Weber to the position of County Weed Commissioner. Carried 5-0.

The Board reviewed appointments and vacancies of terms expiring on various boards and commissions.

Motion by Batcheller second by Walish to approve the appointment of Bob Moritz to the Loess Hills Alliance Board of Directors. Carried 5-0.

Motion by Walish second by Monson to approve the appointment of Leo Jochum to the Commission to Assess Damages, Category A-Owners/Operators of Agricultural Property. Carried 5-0.

Motion by Clausen second by Batcheller to approve the appointment of Donald H. Johnson to the Commission to Assess Damages, Category A-Owners/Operators of Agricultural Property. Carried 5-0.

The Board approved the separation of Sue P. OMeara, Temporary Election Clerk, County Auditor/Recorder Dept., effective 12-17-2004. End of temporary work. Copy filed.

The Board approved the promotion of Laura L. Pottebaum, Election Secretary/Clerk II, County Auditor/Recorder Dept., $12.81/hour, effective 01-01-2005. Per in-house posting 12-08-04. From AFSCME Cthouse. Grade 3 Step 3, Grade 4 Step 4. Copy filed.

The Board approved the appointment of William E. Adkins, Temporary Equipment Operator, Secondary Roads Dept., $15.22/hour, effective 01-04-05. Not to exceed 120 days.

WHEREAS, Woodbury County, Iowa is the owner under a warranty deed of a certain parcel of real estate described as:

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

That a public hearing on the aforesaid proposal shall be held on the 18th Day of January 2005 at 10:15 a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse;

That said Board proposes to sell said parcel of real estate at a public auction to be held on the 18th Day of January 2005, immediately following the closing of the public hearing;

That said Board proposes to sell said real estate to the highest bidder at or above a total minimum bid of $246.00 plus recording fees;

That this resolution, preceded by the caption Notice of Property Sale and except for this subparagraph 4, be published as notice of the aforesaid proposal, hearing and sale

The Board discussed with Dick Storm, County Engineer, a letter from the City of Salix, concerning repayment for Route K-45 project.

Motion by Batcheller second by Walish to approve the request by the City of Salix per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until January 11, 2005.
