MARCH 29, 2005 THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 29, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and John Sullivan, Board Legal Counsel.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Monson to approve the Board minutes of March 22, 2005 as submitted. Carried 4-0, Walish abstained. Copy filed.

The Board approved the reclassification of Andrew W. Kleespies, Equipment Operator, Secondary Roads Dept., $15.69/hour effective 04/06/2005. End of probation. Copy filed.

The Board approved the reclassification of Mat R. Cook, Correctional Officer, County Sheriff Dept., $15.31/hours effective 04/10/2005. Per DSA contract agreement, from Class 3 to Class 2. Copy filed.

Motion by Clausen second by Batcheller to approve and authorize the Chairman to sign Authorization to Initiate Hiring Process for a Temporary Summer Engineer, Secondary Roads Dept., $7.50-$12.00/hour based on experience and for six (6) Temporary Summer Laborers, Secondary Roads Dept., $7.50-$9.00/hour based on experience, for a full-time Human Resources Clerk II, Human Resources Dept., wage plan comparable to AFSCME, grade 4, $11.06/hour and for a Clerk II, Rural Economic Development, Rural Economic Development Dept., AFSCME Cthouse/Grade 3: $10.91/hour. Carried 5-0. Copy filed.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign an application for a Class C Commercial Liquor License, Outdoor Service, and Sunday Sales Privilege, for Anthon Golf Club, Incorporated, 2236 Highway 31, Anthon, IA. Carried 5-0. Copy filed.

The Board held discussion on extending the current County Audit Contract for three years, with Williams & Company, P. C.

Motion by Batcheller second by Monson to approve and authorize the Chairman to sign an agreement with Williams & Company, P. C., extending the County Auditor Contract to cover 2004-2005, 2005-2006, and 2006-2007. Carried 5-0. Copy filed.

The Board discussed roof and related repair work at the Prairie Hills and Climbing Hills facilities.

Motion by Walish second by Monson to offer both projects for bids. Carried 5-0.

The Board discussed with Patty Erickson-Puttmann, Social Service Coordinator, Phase VII Courthouse renovations.

A Public Hearing for the Local Law Enforcement Black Grant was held at 10:30 a.m. The Chairman called on anyone wishing to be heard on said Grant.

Motion by Clausen second by Walish to close the Public Hearing on the Local Law Enforcement Block Grant, as there was no one present wishing to be heard. Carried 5-0.

The Board discussed with Patty Erickson-Puttmann, Social Service Coordinator, an Interlocal Agreement between the City of Sioux City and Woodbury County for 2005 JAG Justice Assistance Program Award.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign an Interlocal Agreement between the City of Sioux City and Woodbury County for 2005 JAG Justice Assistance Program Award. Carried 5-0. Copy filed.

The Board discussed with Patty Erickson-Puttmann, submission of the Justice Assistance Grant.

Motion by Walish second by Batcheller to authorize Patty Erickson-Puttmann to submit the Justice Assistance Grant application. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to direct the use of $40,484 of the Justice Assistance Grant proceeds to the Drug Task Force for personnel and operations. Carried 5-0. Copy filed.

The Board discussed with Richard Storm, County Engineer, current snow and ice ordinance and response to citizen concerns.

The Board reviewed with Richard Storm, County Engineer, Secondary Roads Budget for Iowa D.O.T. submittal.

Motion by Monson second by Batcheller to receive recommendation of County Engineer Richard Storm for improvements on Derocher Path. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to receive recommendation of County Engineer Richard Storm for improvements on 220th Street. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Doug Phillips requested closed session with the Board.

Motion by Walish second by Clausen to go into Executive Session per request by Doug Phillips, per Iowa Code Section 21.5 (1) (c). Carried 5-0 on a roll-call vote.

Motion by Monson second by Clausen to go out of Executive Session. Carried 5-0 on a roll-call vote.

Motion by Monson second by Walish to approve the recommendation of the attorney given in the Executive Session. Carried 4-1, Clausen opposed.

The Board adjourned the regular meeting until April 5, 2005.
