DECEMBER 20, 2005FORTY-NINTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 20, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, County Auditor/Clerk to the Board and Bobbier Johnson, Assistant County Attorney.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Batcheller to approve the Board minutes of December 13, 2005 as submitted. Carried 5-0. Copy filed.

The Board approved the unpaid leave of absence of Mary E. Peters, Youth Worker, Juvenile Detention Dept., effective 12/13/2005. Copy filed.

The Board approved the appointment of Sheila F. Grasz, Motor Vehicle Clerk II, County Treasurer Dept., @$11.36/hour, effective 12/21/2005. Job Vacancy Posted: 11/16/05. Entry Level Salary: $11.36/hour. Copy filed.

The Board approved the appointment of Scott N. Mueggenberg, P/T Youth Worker, Juvenile Detention Dept., @$13.14/hour, effective 12/21/2005. Job Vacancy Posted: 10/19/05. Entry Level Salary: $13.14/hour. Copy filed.

The Board approved the appointment of Kelly J. Frisch, P/T Youth Worker, Juvenile Detention Dept., @$13.14/hour, effective 12/21/2005. Job Vacancy Posted: 10/19/05. Entry Level Salary: $13.14/hour. Copy filed.

The Board approved the salary increase of Eugene D. Nitzschke, Info. Tech Support Worker, Homeland Security Dept., $43,260/year, effective 01/12/2006. End of Probation Salary Increase. Copy filed.

An update on the progress and status of the Countys Safety Program was presented by J.D. Pellersels, Human Resource Director. He gave an update on the Countys Work Comp. insurance status.

J.D. Pellersels, Human Resource Director, presented the organization and realignment of the Woodbury County Secondary Roads Department proposal. Received from Human Resource Associates.

Motion by Walish second by Batcheller to approve the proposal submitted by Human Resource Associates. Carried 5-0. Copy filed.

J.D. Pellersels, Human Resource Director, presented a management training proposal for Woodbury County management/supervisory personnel from Human Resource Associates. Copy filed.

Motion by Batcheller second by Walish to approve the proposal submitted by Human Resource Associates for one year at $16,000.00. Carried 5-0. Copy filed.

First Administrators, Inc. representative, Ms. Cathy Mengel, discussed County Insurances with the Board of Supervisors.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign a Resolution Approving Petition for Abatement of Taxes for the City of Anthon. Carried 5-0.

RESOLUTION # 9988


RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, the City of Anthon are the titleholders of real estate Parcel #884332478008, located in Woodbury County, Iowa and legally described as follows:

Parcels #884332478008,

Lot Twelve (12) Block Nine (9) City of Anthon

WHEREAS, the above stated property has an unpaid balance of taxes owing, and the parcel is owned by a political subdivision of the state; and

WHEREAS, the political subdivision, namely the City of Anthon is failing to immediately pay the taxes due; and

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and any future taxes that may be levied against this parcel; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

SO RESOLVED this 20th day of December, 2005.

Motion by Batcheller second by Walish to receive and approve plans for Projects STP-S-CO97(78)---5E-97 as recommended by Richard Storm, County Engineer. Carried 5-0. Copy filed.

Motion by Clausen second by Monson to receive and approve plans for Projects FM-CO97(79)---55-97 as recommended by Richard Storm, County Engineer. Carried 5-0. Copy filed.

Report on status of Secondary Roads Projects by Richard Storm, County Engineer.

Mark Monson led the discussion for consideration of County participation at the Woodbury County Fair in 2006.

Motion by Monson to fund the County participation at the Woodbury County Fair from Riverboat funds died
for a lack of a second.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until January 3, 2006.
