MAY 9, 2006--NINETEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 9, 2006 at 9:00 a.m. Board members present were Batcheller, Boykin, Monson, and Walish; Clausen was absent. Staff members present were Karen James, Board Administrative Coordinator, Patrick F. Gill, Auditor/Clerk to the Board, and Bobbier Johnson, Assistant County Attorney.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Walish second by Monson to approve the Board minutes of the May 2, 2006 meeting as submitted. Carried 4-0. Copy filed.

The Board approved the transfer of Wendy N. Sassman, Court Security Officer, County Sheriff Dept., $17.14/hour, effective 05/10/2006. Per 04/05/2006 DSA in-house posting: from Senior Class Correctional Officer to Senior Class Court Security Officer. Copy filed.

The Board approved the reclassification of Susan R. Everton, Motor Vehicle Clerk II, County Treasurer Dept., $12.47/hour, effective 05/24/2006. Per AFSCME Courthouse contract agreement, from Grade 4, Step 2, to Grade 4, Step 3. Copy filed.

Motion by Monson second by Walish to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for:

(1) Rural Economic Development Internship position,
Rural Economic Development Dept.
Entry level: 4 month temporary status,
$7.00/hour.

(1) Female Correctional Officer, County Sheriff Dept.
Entry level: DSA, $14.18/hour.

Motion by Walish second by Monson to draft a letter of appreciation, directed to all Department Heads and Elected Officials, in recognition and appreciation of their work in keeping Workers Compensation rates low. Carried 4-0.

Motion by Batcheller second by Monson to receive the Sheriffs Civil Division 3rd quarter and year-to-date report, for the period ending 03/31/2006. Carried 4-0. Copy filed.

Motion by Walish second by Monson to receive the Commission of Veteran Affairs quarterly report, for the period ending 03/31/2006. Carried 4-0.

Motion by Monson second by Walish to approve and authorize the Chairman to sign the 2006 Impoundment Structure Property Tax Exemption applicants list. Carried 4-0. Copy filed.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign the 2006 Slough Bill Property Tax Exemption applicants list. Carried 4-0.. Copy filed.

The Board discussed the STARCOMM Public Service Radio System Governance Agreement with Gary Brown, Emergency Services Director.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign the STARCOMM Public Service Radio System Governance Agreement, per recommendation by the Emergency Services Director. Carried 4-0. Copy filed.

Motion by Monson second by Walish to approve the final plats for Kollbaums replat of part of lot 4 Nevilles Country Estates Addition (GIS 894632300004) and refer it to the Zoning Commission for review and recommendations. Carried 4-0.

Motion by Walish second by Batcheller to approve and authorize the Chairman to sign a Resolution approving tax suspension for Beverly Ann Monk, 105 Leonard Street, Sioux City. Carried 4-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES

WHEREAS, Beverly Ann Monk, is the titleholder of property located at 105 Leonard Street, City of Sioux City, Woodbury County, Iowa, and legally described as follows:

Fawcett Sub Div South 1/2 Lot B Lot One (1) Block One (1) Lot C Lot One (1) Block One (1) Highland 3 Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Beverly Ann Monk as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Motion by Batcheller second by Walish to approve and authorize the Chairman to sign Change Order #2 for jail alterations, per recommendation of Regina Smith, RML Architects. Carried 4-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until May 16, 2006.
