MAY 8, 2007NINETEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 8, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Monson, and Walish; Clausen was absent. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Monson to approve the Board minutes of the May 1, 2007 meeting as submitted. Carried 4-0. Copy filed.

The Board approved the appointment of Nicholas D. Robinson, Temporary Engineering Aide, Secondary Roads Dept., $9.00/hour effective 05/09/2007. Job vacancy posted 03/05/2007. Salary range: $7.50-$12.50/hour, based on education and experience with Woodbury County. Copy filed.

The Board approved the appointment of Austin M. Conolly, Temporary Summer Laborer, Secondary Roads Dept., $7.50/hour effective 05/09/2007. Job vacancy posted 03/05/2007. Salary range: $7.50-$9.50/hour, based on experience with Woodbury County. Copy filed.

The Board approved the appointment of Cory A. Steffen, Temporary Summer Laborer, Secondary Roads Dept., $7.50/hour effective 05/21/2007. Job vacancy posted 03/05/2007. Salary range: $7.50-$9.50/hour, based on experience with Woodbury County. Copy filed.

The Board approved the reclassification of Catherine J. Derochie, Manager of Administrative Services, County Attorney Dept., $46,503/year effective 05/23/2007. Wage Plan Matrix 6 year level salary increase. Copy filed.

The Board approved the reclassification of Susan R. Everton, Motor Vehicle Clerk II, County Treasurer Dept., $13.54/hour effective 05/24/2007. Per AFSCME Courthouse contract agreement from Grade 4, Step 3 to Grade 4, Step 4. Copy filed.

Gloria Mollet, Human Resources/Safety, presented the Board with a CPR-First Aid Subcommittee report.

Motion by Batcheller second by Monson to approve the request of the Woodbury County Safety CPR-First Aid subcommittee to purchase equipment and train personnel in the use of CPR, First Aid and Automated External Defibrillators and to use the combination of grants and Riverboat Funds as the funding source. Carried 4-0.

The Board reviewed Woodbury County Mental Health Management Plan provider improvement requests totaling $279,750.00, with Patty Erickson-Puttman, Social Services Director.

The requests were:

Goodwill requested $40,000.00 for a van, $7,500.00 for carpeting, $2,500.00 for furniture, for a total of $50,000.00.

Mid Step Services requested $40,000.00 for a van, $10,000.00 for carpeting, for a total of $50,000.00.

NPI requested $25,000.00 for restroom improvements, $5,000.00 for carpeting, for a total of $30,000.00.

SMH requested $750.00 for a fire door, $12,000.00 for air conditioning, $3,700.00 for parking lot, $8,000.00 for handicap entrance, $6,000.000 for nurses office, $16,500.00 for a van, $800.00 for roof repairs, $2,250.00 for lobby improvements, for a total of $50,000.00.

The Friendship House requested $16,500.00 for a van, $4,000.00 for carpeting, $3,500.00 for furniture, $15,000.00 for roof repairs, $11,000.00 for basement repairs, for a total of $50,000.00.

SRS requested $17,250.00 for RCF improvements, $32,500.00 for day programs, for a total of $49,750.00.

Motion by Boykin second by Monson to approve the requests as submitted. Carried 4-0. Copy filed.

The Board discussed with Dennis Butler, County Auditors office, setting a date for Budget Amendment #1 public hearing for fiscal year 2007.

Motion by Batcheller second by Boykin to approve setting the date of May 29, 2007 at 10:30 a.m. for Budget Amendment #1 public hearing for fiscal year 2007. Carried 4-0.

Bid letting was held at 10:20 a.m. for a single-axle flat bed truck, for Secondary Roads Dept. The bids were as follows:

Motion by Batcheller second by Boykin to receive the bids and forward them to the County Engineer for review and recommendations. Carried 4-0. Copy filed.

Motion by Boykin second by Batcheller to approve and authorize the Chairman to sign a contract and approve bonds for project #BROS-CO97(77)5F-97 with Elk Horn Construction Company, Sergeant Bluff, per recommendation by the County Engineer. Carried 4-0. Copy filed.

Motion by Batcheller second by Monson to approve and receive for signatures a Resolution contracting the operation of the Wolf Creek Pumping District for 2007, per recommendation by the County Engineer. Carried 4-0.

WOLF CREEK DRAINAGE DISTRICT/PUMPING STATION
RESOLUTION REQUIRING CONTRACT TO OPERATE PUMPS

WHEREAS, the Woodbury County Board of Supervisors is the governing body of the Wolf Creek Drainage District and as the governing body has approved and established certain pumping stations in connection therewith; and

WHEREAS, the Board of Supervisors as the governing body of the Wolf Creek Drainage District and its pumping station(s) has previously contracted for the pumping of excess surface waters in the Wolf Creek Pumping Station District; and

WHEREAS, it appears that authority for pumping of excess surface waters including the use of the district owned pumping equipment should be renewed in the event of rainfall which might require pumping in the affected area.

NOW THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that this Board as Trustees of Wolf Creek Pumping Station District should enter into a contract for the crop year of 2007, for the operation and maintenance of the pumping stations in the Wolf Creek Drainage District heretofore established by this Board.

BE IT FURTHER RESOLVED, that the Chairman of this Board be and he is hereby authorized and directed to enter into that Employment Contract with Douglas Washburn, as per the attached form of Employment Contract, subject to the Guidelines for the operation of the Wolf Creek Pumping Station District.

IT IS FURTHER RESOLVED that in connection herewith, the Contractor, Douglas Washburn, will furnish evidence of insurance as required by Paragraph 4 of said Contract.

The Board discussed the development of a 28E agreement for joint construction of a salt storage facility at Moville, with the County Engineer.

Motion by Batcheller second by Monson to proceed with the development of a 28E agreement. Carried
4-0.

Motion by Batcheller second by Monson to approve and authorize the Chairman to sign fiscal year 2008 Local Public Health Services Contract, per recommendation of Linda Drey, Siouxland District Health. Carried 4-0. Copy filed.

The Board discussed a new Iowa Medicaid Provider Agreement with Lisa Wilson, Social Social Services, and Linda Drey, Siouxland District Health.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign the new provider agreement for Woodbury County, effective May 23, 2007. Carried 4-0. Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

The Board adjourned the regular meeting until May 15, 2007.
