JULY 24, 2007THIRTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 24, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Jean Jessen, Deputy/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Monson to approve the Board minutes of the July 17, 2007 meeting as submitted. Carried 5-0. Copy filed.

The Board approved the reclassification of John J. Burbach, Master Court Security Officer, County Sheriff Dept., $19.70/hour, effective 07/01/2007. Per DSA contract agreement from Senior Court Security Officer to Master Court Security Officer. Copy filed.

The Board approved the reclassification of Richard A. Ellison, Master Court Security Officer, County Sheriff Dept., $19.70/hour, effective 07/01/2007. Per DSA contract agreement from Senior Court Security Officer to Master Court Security Officer. Copy filed.

The Board approved the reclassification of Randy S. Uhl, Master Court Security Officer, County Sheriff Dept., $19.70/hour, effective 07/01/2007. Per DSA contract agreement from Senior Court Security Officer to Master Court Security Officer. Copy filed.

Motion by Monson second by Clausen to approve and authorize the Chairman to sign a renewal for the Employee Assistance Program 2007-2008 contract. Carried 4-0; Boykin abstained.

Motion by Batcheller second by Boykin to receive the appointment of Eva Kollasch, 304 N. Hickory Street, Smithland, Iowa, to the office of Mayor for the City of Smithland until the next municipal election, to fill the office previously held by Patricia Hopkins. Carried 5-0.

Motion by Batcheller second by Boykin to approve lifting the suspension of taxes for Dorothy L. Buckholtz, 4200 Military Road, Sioux City, Iowa, as she is deceased. Carried 5-0.

Motion by Clausen second by Monson to receive the Sheriffs Civil Division 4th quarter and year-to-date report, for period ending June 30, 2007. Carried 5-0. Copy filed.

Motion by Batcheller second by Monson to approve and authorize the Chairman to sign a utility accommodation permit submitted by Qwest Communications, Omaha, NE, to relocate buried telephone line in the new right-of-way for a bridge replacement currently under construction, per recommendation of the County Engineer. Motion failed; Batcheller, Boykin, Clausen, Monson, and Walish voted no.

Motion by Batcheller second by Monson to approve and authorize the Chairman to sign a utility accommodation permit submitted by High Tech Electric LLC, Sioux City, IA, to replace service at a residence at 1079 Charles Avenue, per recommendation of the County Engineer. Carried 5-0. Copy filed.

Motion by Boykin second by Batcheller to accept the quote of Kooiker, Incorporated, LeMars, IA, for the amount of $12,650.00 for repair of two bridges, per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Board discussed funding of network/avi cabling and audio system for the LEC Courtroom Security Project.

Motion by Monson second by Boykin to approve the quote of Thompson Electric in the amount of $2,368.57 ($1,962.86 for cabling and $405.71 for audio) for the installation of network/avi cabling and to enhance audio cabling already installed. Carried 5-0.

The Board discussed database software and proximity card readers for the Courthouse, LEC, and Eagles Club.

Motion by Monson second by Batcheller to table the discussion of quotes received for replacing WCICCs current proximity card system, the Courthouse alley door, and cabling/wiring. Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Walish second by Batcheller to go into closed session per Iowa Code 21.5(1){a}. Carried 5-0 on a roll-call vote.

Motion by Boykin second by Clausen to go out of closed session per Iowa Code 21.5(1){a}. Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until July 31, 2007.
