NOVEMBER 27, 2007FORTY-EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 27, 2007 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney and Diane Swoboda Peterson, Deputy/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Boykin to approve the Board minutes of the November 20, 2007 meeting as submitted. Carried 5-0. Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for:

Part-time Female Youth Worker, Juvenile Detention Dept. Entry level: AFSCME J.D. $13.94/hour

Temporary Engineering Aide, Secondary Roads Dept. Entry level: Wage plan $9.00/hour

Temporary Equipment Operator, Secondary Roads Dept. Entry level: CWA $16.55/hour

Mr. Walish stated the Full-time Case Manager position was removed for further discussion.

Carried 5-0. Copy filed.

Leesa McNeil, Court Administrator, Gary Niles, Juvenile Court Services, Greg Logan, Chief Deputy Sheriff, Sheriff Glenn Parrott, and Brad Carlson, Sheriffs Dept., discussed with the Board utilizing the Law Enforcement Center for drug court and other programs on Wednesday evenings.

Motion by Monson second by Boykin to receive and approve plans for Secondary Roads project #BROS-CO97(84)5F-97. Carried 5-0.

Motion by Batcheller second by Clausen to receive and approve plans for Secondary Roads project #BROS-CO97(83)5E-97. Carried 5-0.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a letter supporting TIME-21 legislation, per recommendation of the County Engineer.

Motion by Boykin second by Monson to withdraw the motion. Item is to be placed on the agenda for the 12/04/2007 Board meeting.

Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign a proposal with Sundquist Engineering, P. C., for engineering services for the reconstruction of intersection L-27 and D-50. Carried 5-0. Copy filed.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Resolution approving the sale of the old Danbury maintenance facility to Sexton Oil Company, Danbury, Iowa. Carried 5-0.

RESOLUTION #10,219

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

Sexton Oil Co., an Iowa Corporation in the sum Forty Thousand Six Hundred And No/100 ($40,600.00) Dollars.

For the following described real Estate, to Wit:

All of Lot 14, except the north 4.1 feet thereof and all of Lot 13, Block 6 of the Town of Danbury, Iowa:
Said described parcel contains 0.22 acres, more or less.

NOW THEREFORE,

BE IT RESOLVED that payment is due by the close of business on the day of passage of this resolution or this sale is null and void and the resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 306.22, a parcel of real Estate the County holds by Warranty Deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives fee title.

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Warranty Deed for the said premises to the said purchaser gives fee title.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Virginia Snipe, from OBrien County, spoke regarding the Floyd Boulevard Market. She is an organic vegetable grower.

Bob Knowler, County Treasurer, spoke regarding the ethanol tax, and how the County is losing funding.

Leesa McNeil, Court Administrator, requested permission to use the Courthouse lobby for a party for Judge Walsh on 12/21/2007 from 2:00-4:00 p.m. The Board approved.

Mr. Monson inquired as to the possibility of parking the landfill trailer used to collect cardboard, behind the Eagles Building, or somewhere else.

Bob Knowler, County Treasurer, spoke regarding non-assessed parcels at the airport. Loan Hensley, Assistant County Attorney, will review this.

Loan Hensley, Assistant County Attorney, spoke regarding a vicious dog ordinance. She stated that the City has one, but the County does not. She will draft a policy for review and consideration.

The Board adjourned the regular meeting until December 4, 2007.
