JUNE 30, 2009TWENTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 30, 2009 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Board of Supervisors meeting was called to order.

Motion by Monson second by Walish to approve the Board minutes of the 06/23/2009 meeting as submitted. Carried 5-0. Copy filed.

Motion by Walish second by Smith to approve the Board minutes of the 06/25/2009 meeting as submitted. Carried 5-0. Copy filed.

Motion by Walish second by Monson to approve the Board minutes of the 06/25/2009 executive session as submitted. Carried 5-0. Copy filed.

The Board discussed Woodbury County Library Board of Director appointments.

Motion by Boykin second by Monson to approve the reappointment of Susan Matthias, 3386 Hancock Avenue, Smithland and Dale Peterson, Lawton, to the Woodbury County Library Board of Directors. Carried 5-0.

Motion by Monson second by Boykin to receive the appointment of Brad Baldwin, 100 Oak Street, Bronson, for the office of City of Bronson Council Member to fill a vacancy for the office previously held by Mike Rader, until the 2009 City Election. Carried 5-0.

Motion by Smith second by Walish to approve the application for a Retail Cigarette/Tobacco Permit for Heritage Express, 1501 330th Street, Sloan. Carried 5-0. Copy filed.

Motion by Boykin second by Smith to approve submitting an application for $82,800.00 in funds from the second Edward Byrne Memorial Justice Assistance Grant (JAG) program for fiscal year 2009, per recommendation of Patty Erickson-Puttmann, Social Services Coordinator. Carried 5-0.

Motion by Boykin second by Walish to approve and authorize the Chairman to sign a Memorandum of Understanding between Woodbury County and the City of Sioux City for 50/50/ sharing of Department of Justice funds, per recommendation of Patty Erickson-Puttmann. Carried 5-0. Copy filed.

Motion by Walish second by Boykin to approve and designate Patty Erickson-Puttmann as the individual to electronically submit the Justice Assistance Grant. Carried 5-0.

Motion by Smith second by Walish to postpone action until July 14th, 2009, to approve and authorize the Chairman to sign a 28E agreement between Woodbury County, Siouxland Human Investment Partnership, and Juvenile Court Service for partial funding for at risk youth in Woodbury County, per recommendation of Gary Niles and Doug Noble, Juvenile Court Services. Carried 5-0. Copy filed.

Bids were received for a new skid loader, trailer, and accessories for Secondary Roads. The bids were as follows:

Motion by Boykin second by Smith to receive bids for a new skid loader, trailer, and accessories and to submit them to County Engineer Mark Nahra for review and recommendation. Carried 5-0.

Motion by Monson second by Boykin to approve and authorize the Chairman to sign a certificate of completion for project #L-CO6(1)73-97, per recommendation of the County Engineer. Carried 5-0. Copy filed.

The County Engineer will contact the Board Office to place an item on the agenda to receive quotations for remodeling work at the Moville County Engineers Office. Carried 5-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Lisa McNeil, Court Administration, presented a blanket to the Board for display in the Trosper-Hoyt Building.

Motion by Boykin second by Walish to receive the blanket for display. Carried 5-0.

Rob Marqusee, Rural Economic Director, updated the Board on his local foods initiative.

The Board adjourned the regular meeting until July 7, 2009.
