DECEMBER 1, 2009—FORTY-EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 1, 2009 at 9:00 a.m. Board members present were Clausen, Monson, Smith, and Walish; Boykin was absent. Staff members present were Karen James, Board Administrator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

The meeting was called to order.

Motion by Monson second by Walish to approve the Board minutes of the November 24, 2009 meeting as submitted. Carried 4-0. Copy filed.

The Board approved the reclassification of Christopher J. Ameen, Youth Worker, Juvenile Detention Dept., $21.17/hour, effective 12/07/2009. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 5 to Grade 1, Step 6. Copy filed.

The Board approved the reclassification of Timothy Mech, Civilian Jailer, County Sheriff Dept., $19.38/hour, effective 12/10/2009. Per DSDOA/CWA contract agreement, from Class 1 to Sr. Class. Copy filed.

The Board discussed a Woodbury County Wellness Program with Ed Gilliland, Gallagher Benefits.

A public hearing was held at 10:15 a.m. for the sale of property parcel #217035 (aka 3322 Garretson Avenue). The Chairman called on anyone wishing to be heard.

Motion by Monson second by Walish to close the hearing. Carried 4-0.

There were no bids placed.

The Board discussed possible joint participation in a culvert project on Old Hwy 75 with the City of Sergeant Bluff, with County Engineer Mark Nahra.

Motion by Walish second by Monson to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes through the redemption process for Tina M. Queen and Brian Queen, 1118 Iowa Street, Sioux City, Iowa. Carried 4-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Tina M. Queen and Brian Queen as joint titleholders of a real estate located at 1118 Iowa Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Parcel #894728234008

Lot Two (2) Block One Hundred Eleven (111) Sioux City East Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Tina M. Queen and Brian Queen, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem Parcel #894728234008 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Walish second by Smith to postpone action to approve and authorize the Chairman to sign a contract with TeleSystems LLC for installing a telephone system in the Veteran Affairs office at the County building located at 1211 Tri View Avenue. Carried 4-0.

Mark Monson addressed the Board regarding Security Committee requests.

Motion by Walish second by Smith to approve going forward to obtain estimates for installing locks on five Courthouse doors leading to the back stair well, to be paid for from Security Committee funds. Carried 4-0.

Motion by Walish second by Monson to approve and accept the bid of $2889 to repair the security cameras in the Motor Vehicle and Treasurer’s offices, to be paid for from Security Committee funds. Carried 4-0.

Motion by Smith second by Walish to approve obtaining estimates for camera installation between Courtroom #3 and the Booking area in the Jail, to be paid for from Security Committee funds. Carried 4-0.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.

Joel Durham with Electronic Engineering expressed concerns with the county’s acceptance of a bid that was let for security cameras at Juvenile Detention.

The Board recessed at 11:10 a.m.

The Board resumed the regular meeting at 11:30 a.m.

The Board discussed the current fiscal year 2010 and 2011 County Budget.

The Board adjourned the regular meeting until December 8, 2009.
