JUNE 29, 2010 — TWENTY-SIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

 

The Board of Supervisors met on Tuesday, June 29, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen, Smith, and Walish; Monson was absent.  Staff members present were Karen James, Board Administrative Coordinator, P.J. Jennings, County Attorney, and Patrick F. Gill, Auditor/ Clerk to the Board.

 

The Claims were approved as presented.  Copy filed.

 

The Board canvassed the recount for Republican State Representative District 2 in the General Primary Election held in Woodbury County on June 8, 2010.

 

Motion by Walish second by Smith to receive the report of the recount.  Carried 4-0.

 

State Representative District 002 - Republican Party

 

Ryan D. Beardshear    Received five hundred thirty-six (536) votes

Cate Bryan      `         Received five hundred forty-nine (549) votes

Bobby L. Riordan      Received one hundred seventeen (117) votes

Candidate Total       Received one thousand two hundred two (1202) votes

Scattering           Received one (1) vote

 

Total                 One thousand two hundred three (1203) votes

 

The meeting was called to order.

 

Motion by Clausen second by Smith to approve the minutes of the June 22, 2010 Board meeting.  Carried 3-0: Walish abstained.  Copy filed.

 

The Board approved the appointment of Rick J. Pyburn, Mental Health Supervisor, Social Services Dept., $65,000/year, effective 07/01/2010.  Job Vacancy Posted 05/13/2010, Salary range $49,000-$65,000/year.  Copy filed.

 

The Board approved the appointment of Rhonda S. Blatchford, Care Manager, Social Services Dept., $52,715/year, effective 07/01/2010.  Job vacancy posted 05/13/2010, Salary range $46,715-$52,715/year.  Copy filed.

 

The Board approved the appointment of Julie L. Albright, Eligibility Coord./Secretary III, Social Services Dept., $20.03/hour, effective 07/01/2010, Job vacancy posted 05/13/2010, Salary range $16.25-$20.03/hour.  Copy filed.

 

The Board approved the appointment of Ann K. Landers, Secretary III, Social Services Dept., $20.03/hour, effective 07/01/2010.  Job vacancy posted 05/13/2010, Salary range $16.25-$20.30/hour.  Copy filed

 

The Board approved the reclassification of Amy J. Johnson, Civilian Jailer, County Sheriff Dept.,$19.38/hour, effective 07/09/2010.  Per CWA Civilian Officers contract agreement, from Class 1 to Sr. Class.  Copy filed.

 

The Board approved the reclassification of Amy F. Strim, Civilian Jailer, County Sheriff Dept., $19.38/hour, effective 07/11/2010.  Per CWA Civilian Officers contract agreement, from Class 2 to Sr. Class, w/4 years employment plus a 4 year degree.  Copy filed.

 

The Board discussed a proposed county texting policy with Caroline Tompkins, Safety and Risk Coordinator.

 

Motion by Smith second by Clausen to postpone for one week action to approve a county texting policy.  Carried 4-0.

 

The Board discussed a proposed payroll policy with J.D. Pellersels, Human Resources Director.

 

Motion by Walish second by Smith to approve the payroll policy.  Carried 4-0.

 

Motion by Smith second by Walish to approve and authorize the Chairman to sign a Resolution approving petition for suspension of taxes through the redemption process for Leonor Rios, 1905 W Highland Ave, Sioux City, IA.  Carried 4-0.

RESOLUTION #10,686

RESOLUTION APPROVING PETITION FOR SUSPENSION

OF TAXES THROUGH THE REDEMPTION PROCESS

 

WHEREAS, Leonor Rios.  as joint titleholders of  property located at 1905 W. Highland Ave., Sioux City, Woodbury County, Iowa, and legally described as follows:

 

Parcel #894730431013

 

Lot Fifteen (15) Block Nine (9)   Riverview Addition, City of Sioux City, Woodbury County, Iowa

 

WHEREAS, Leonor Rios, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property Parcel #894730431013 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

 

SO RESOLVED this 29th day of June, 2010.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign a Woodbury County/Siouxland District Health Public Health Bio-Emergency Plan Including Environmental Health Emergency Response Plan.  Carried 4-0.  Copy filed.

 

Motion by Clausen second by Smith to award the bid for Project No. BROS-CO97 (94)—8J-97 (Federal funded bridge project with local budget participation) to Dixon Construction Company, Correctionville, Iowa, per recommendation of County Engineer Mark Nahra.  Carried 4-0.  Copy filed.

 

Motion by Smith second by Walish to award the bid for Project No. BRS-CO97 (101)—60-97 (Federal funded with Farm-to-Market fund cost share) to Godbersen-Smith Construction Company, Ida Grove, Iowa, per recommendation of County Engineer Mark Nahra.  Carried 4-0.  Copy filed.

 

The Board and County Engineer Mark Nahra presented Roger Milligan with a certificate of recognition for 40 years of service as a Woodbury County employee. 

 

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

 

Rick Schneider, Conservation Director, updated the Board on project implementations.

 

The Board adjourned the regular meeting until July 6, 2010.
