AUGUST 24, 2010 — THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

 

The Board of Supervisors met on Tuesday, August 24, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Walish.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

 

The Claims were approved as presented.  Copy filed.

 

The meeting was called to order.

 

Motion by Monson second by Smith to approve the minutes of the August 17, 2010 Board meeting.  Carried 5-0.  Copy filed.

 

Motion by Monson second by Walish to add a tour of the county secondary roads to the agenda for this meeting.  Carried 5-0.

 

The Board approved the reclassification of Danielle J. Dempster, Executive Director, Veteran Affairs Dept., $51,898.00/year, effective 08/23/2010.  Per recommendation of the Veteran Affairs Commission.  Copy filed.

 

The Board discussed an addendum to include vision care to the County Delta Insurance plan.

 

Motion by Walish second by Monson to approve the addendum to the Delta Insurance plan.  Carried 5-0.

 

There was no action taken regarding the Woodbury County Health Insurance program.

 

A public hearing was held at 10:15 a.m. for the sale of property parcel #105004 (aka 17 16th Street).  The Chairman called on anyone wishing to be heard.

 

Motion by Walish second by Smith to close the hearing.  Carried 5-0.

 

Motion by Monson second by Walish to accept the bid from Laurence Reynolds in the amount of $786.00, plus recording fees, for property parcel #105004 (aka 17 16th Street).  Carried 5-0.

 

 

RESOLUTION OF THE BOARD OF SUPERVISORS

OF WOODBURY COUNTY, IOWA:

RESOLUTION #10,703

 

     BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

 

By  ____Laurence Reynolds___in the sum of Seven Hundred Eighty-Six & 00/100 ($786.00)-----------dollars.

 

For the following described real estate, To Wit:

 

Parcel # 105004

               Lot 13, Block 7, Clarks Addition, City of Sioux City, Woodbury County, Iowa

 

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

 

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

 

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

 

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Smith second by Walish to approve lifting the tax suspension for Diane K. Harper, 1421 Court Street, Sioux City, as she is deceased.  Carried 5-0.

 

Motion by Monson second by Smith to approve tax abatement for the following County-owned parcels, per recommendation of County Treasurer Bob Knowler:

 

1)   Parcel #884301202003, Woodbury County Conservation

      Taxes for 2010-2011 total $22.00

 

2)   Parcel #894729334003, Woodbury County Social Services, 1211 Tri View Avenue

      Taxes for 2010-2011 total $7,860.00

 

3)   Parcel #884723100001, Woodbury County Farm, taxes for 2010-2011 total $468.00

      Parcel #884723100002, Woodbury County Farm, taxes for 2010-2011 total $798.00

      Parcel #884723100004, Woodbury County Farm, taxes for 2010-2011 total $1,628.00

      Parcel #884714300001, Woodbury County Farm, taxes for 2010-2011 total $1,910.00

Carried 5-0.

 

Motion by Clausen second by Monson to receive for signatures the appointment of Sylvia Dietrich, 207 5th Street, Hornick, Iowa, as Willow Township Trustee, to fill the office previously held by Bob Dietrich and the appointment of Deborah Sulsberger, 2595 Old Highway 141, Hornick, Iowa, as Willow Township Trustee, to fill the office previously held by Lyle Mitchell.  Carried 5-0.

 

The Board reviewed final platting for Sargent’s Home Port Addition, a minor subdivision, GIS parcel #874733302009, with John Pylelo, Planning and Zoning Administrator.

 

Motion by Monson second by Walish to forward the platting to the Zoning Commission for review and recommendations. 

Carried 5-0.

 

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

 

Lew Weinberg thanked the Board for their support and participation in the Sioux City Farmers Market.

 

The Board adjourned the regular meeting until August 31, 2010.
