NOVEMBER 23, 2010 — FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 23, 2010 at 9:00 a.m.  Board members present were Clausen, Monson, Smith, and Walish; Boykin was absent.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Smith second by Clausen to approve the minutes of the November 16, 2010 Board meeting.  Carried 4-0.  Copy filed.

Motion by Walish second by Smith to amend the agenda by adding item 5.f to address a time sensitive matter regarding an assistance request letter from the Woodbury County Soil and Water Conservation District.  Carried 4-0.

The board approved the Reclassification of Larry Swanberg, Assistant Superintendent, Building Services Dept, $48,952/year, effective 10-29-10.  Per Wage Matrix:  3 year level salary increase. Copy filed.

The Board approved the separation of William Shreve, Maintenance Painter, Building Services Dept., effective 11-17-10. Dismissed.  Copy filed.

The Board approved the appointment of Byron Johnson, Civilian Jailer, Sheriff Dept., $16.16/hour, effective 11-29-10.  Job vacancy posted 05/07/2010.  Entry level salary: $16.16/hour.  Copy filed.

The Board approved the end of probation for Bret Peterson, Equipment Operator, Secondary Roads Dept., $19.24/hour, effective 12-16-10.  Per CWA Contract agreement:  End of Probation Salary Increase.  Copy filed.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Maintenance Painter, Building Services Dept. Entry Level:  AFSME Courthouse Grade 2 Range:  $12.64 - $13.90/hour and Equipment Operator, Secondary Roads Dept. Entry Level:  CWA:  $18.66/hour.  Carried 4-0.   Copy filed.

Motion by Clausen second by Walish to approve designating Thursday, 12/23/2010 as the floating Christmas Holiday date for Wage Plan employees.  Carried 4-0.

Motion by Smith second by Walish to approve lifting the tax suspension for Marjorie Harmon, 1824 25th St., Sioux City, as she is deceased.  Carried 4-0.  Copy Filed

Motion by Walish second by Clausen to approve and Authorize the Chairman to sign Plans for Project Number BROS-CO97(104)--8J97, Bridge Replacement Project on 180th Street in Section 13-88-46.  Carried 4-0.  Copy filed.

Motion by Clausen second by Walish to approve and Authorize the Chairman to sign final acceptance of Project Number ESFM-CO97(108)—5S97, HMA Resurfacing of County Highway L37.  Carried 4-0.  Copy filed.

Motion by Clausen second by Smith to approve and authorize the Chairman to sign a Permit to Work in the Right of Way submitted by Tim Seubert  per Recommendation of County Engineer Mark Nahra.  Carried 4-0. Copy filed.

Motion by Walish second by Smith to approve and authorize the Chairman to sign a Permit to Work in the Right of Way submitted by Andy Dose per Recommendation of County Engineer Mark Nahra.  Carried 4-0. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign Two Tile Line Permits to Work in the Right of Way submitted by Stan Todd per Recommendation of County Engineer Mark Nahra.  Carried 4-0. Copy filed.

Motion by Clausen second by Smith to authorize the chairman to sign an assistance request letter with Woodbury County Soil and Water District referencing the Weber Creek Watershed Proj – IJOBS Application ID # 19868 Grade Stabilization Structure per recommendation of the County engineer.  Carried 4-0; copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
 
William Shreve, 401 Elm St., Salix, asked the Board to reconsider his termination from the Building Services Department.

Mr. Shreve was informed that he had the option to discuss the matter in executive session and he declined.

Brad Gorter, 3004 Kensington Ct. Sioux City, discussed the Board a property located at 30th and Kensington Ct. owned by the County.

The Board adjourned the regular meeting until November 30, 2010.
