DECEMBER 7, 2010 — FORTY-EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 7, 2010 at 9:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Jean Jessen, Deputy Auditor.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second Smith by to approve the minutes of the November 29, 2010 Special Board meeting.  Carried 5-0.  Copy filed.

Motion by Smith second by Walish to approve the minutes of the November 30, 2010 Board meeting. Carried 5-0.  Copy filed.
 
The board approved the Reclassification of Zachary Lux, Civilian Jailer, Sheriff  Dept., 15.3%=$2.57/hour, effective 11-27-10.  Per CWA Civilian Jailer contract agreement, from Class 2 to Sr. Class due to 4 years employment and 4 year Bachelor’s Degree.  Copy filed.

The Board approved the separation of Robert Knowler, County Treasurer, Treasurer Dept., effective 01-03-11. End of 4 year Elected Term of Office.  Copy filed.

The Board approved the Separation of Douglas Walish, Board Member, Board of Supervisors Dept., effective 12-31-10.  End of 4 year Elected Term of Office.  Copy filed.

The Board approved the separation for James Cunningham, Deputy Sergeant, Sheriff Dept., effective 12-31-10.  Retirement.  Copy filed.
 
Motion by Clausen second by Walish to approve two retiree requests to remain on County Insurance Plans.  Carried 5-0.

Motion by Walish second by Smith to approve and receive for signatures a Resolution thanking and commending retiring County employee Victoria Ritz for her years of service to the County.  Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
Victoria L. Ritz
FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Victoria Ritz has capably served Woodbury County as an employee of the Woodbury County Election Department  for 35 years from September 2, 1975 to December 10, 2010; and

WHEREAS, the service given by Victoria Ritz as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Victoria Ritz for her years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Victoria Ritz

FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, James Cunningham has capably served Woodbury County as an employee of the Woodbury County Sheriff Department  for 30 years from June 3, 1980 to December 31, 2010; and

WHEREAS, the service given by James Cunningham as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends James Cunningham for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, James Cunningham

FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Jacquelyn G. Gowen has capably served Woodbury County as an employee of the Woodbury County Treasurer Department  for 37 years from January 1, 1973 to January 3, 2011; and

WHEREAS, the service given by Jacquelyn G. Gowen as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Jacquelyn G. Gowen  for her years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Jacquelyn G. Gowen

Motion by Clausen second by Walish to approve and Authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #543525, 2954 S. St. Mary’s, Sioux City.  Carried 5-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

 An irreg. tct. W. of Sergeant Rd., E of Ravine Park 4th and N. of Lincoln  
 Way, Ex irreg. tct. 72.2 Ft. on St. Mary’s Street, 75 Ft. on Lincold Way, 80   
 Ft. on N. and 109.5 Ft. on E., NW NE Section 7 Twp. 88, Range 47, City of
Sioux City, Woodbury County, IA
 (2954 S. St. Mary’s St.)

NOW THEREFORE,
 
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
      the  21st  Day of December, 2010 at 10:15 o’clock a.m. in the meeting
      room of the Board of Supervisors on the first floor of the Woodbury
     County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate on the 21st      
      Day of December, 2010, immediately following the closing of the public
      hearing to the City of Sioux City only per Code of Iowa 331.361  
          
3. That said Board proposes to sell the said real estate to the City of Sioux City       
     only for consideration of $1.00 plus recording fees.
     
4.  That this resolution, preceded by the caption "Notice of Property Sale"
     and except for this subparagraph 4 be published as notice of the
     aforesaid proposal, hearing and sale.
 
Dated this 7th  Day of December, 2010.

Motion by Smith second by Walish to approve the Catering contract for County Employee Appreciation Luncheon to Chef Paul using Riverboat funds.  Carried 5-0. 

Patty Erickson-Puttmann, Social Services Coordinator, informed the Board of Woodbury County receiving a Project Safe Neighborhoods (PSN) grant fund award in the amount of $11,317.00.  Copy filed.

Motion by Monson second by Clausen to designate Patty Erickson-Puttmen as Project Director for PSN grant fund for Woodbury County.  Carried 5-0. Copy filed.
 
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
 
Motion by Smith second by Walish to go into closed session for General Relief Appeal for Annalee Hesse per Iowa Code Section 21.5 (1) (a).  Carried 5-0  on a roll-call vote.

Motion by Clausen second by Monson to go out of closed session per Iowa Code Section 21.5 (1) (a).  Carried 5-0 on a roll-call vote.

Motion by Smith second by Monson to go into closed session for General Relief Appeal for Andre Brown per Iowa Code Section 21.5 (1) (a).  Carried 5-0 on a roll-call vote.

Motion by Clausen second by Monson to go out of closed session per Iowa Code Section 21.5 (1) (a).  Carried 5-0 on a roll-call vote.
 
The Board adjourned the regular meeting until December 14, 2010.
