MARCH 08, 2011 — NINETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 8, 2011 at 10:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Tripp. Staff members present were:  Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Tripp second by Smith to approve the minutes of the February 22, 2011 Board meeting.  Carried 5-0.  Copy  filed.

Motion by Smith second by Boykin to approve the Wage Plan Employees Compensation adjustment of 0.5% beginning the first pay period of F/Y 2011-2012 and 0.5% beginning the fifteenth pay period of F/Y 2011-2012.  Carried 4-1; Tripp was opposed.  Copy filed.

Motion by Boykin second by Smith to approve a proposal to develop Security  improvements to the Woodbury County Jail, per recommendation of RML Architects, Robert Lee.  Carried 5-0. Copy filed.

Motion by Boykin second by Tripp to approve and authorize the Chairman to sign a Resolution approving Opposing Reduction of the Community Service Block Grant Fund.  Carried 5-0.  Copy filed.

RESOLUTION # 10,754
RESOLUTION APPROVING OPPOSING REDUCTION OF THE
COMMUNITY SERVICE BLOCK GRANT FUND

WHEREAS, the Community Action Agency of Siouxland employ 150 employees; and
WHEREAS, this agency is governed by a 21 member local board of directors consisting of 1/3 which we appoint as our representatives, 1/3 private sector representatives, and 1/3 low-income individuals; and
WHEREAS, more than 365,752 individuals in Iowa, (140,333 households) received services funded through the Community Service Block Grant (CSBG) program; and
WHEREAS, 19,807 of those individuals (6,955 households) were served primarily in Woodbury County; 
WHEREAS, more than 64% of the families receiving services are at or below 100% of the federal poverty level ($18,530 annually for a family of three); and
WHEREAS, less than 3% of those served by the Community Action Agency of Siouxland have a two or four year college degree; and
 WHEREAS, more than 79% of the persons served by the Community Action Agency of Siouxland are employed or are receiving social security as their source of income; and
WHEREAS, federal funding helps generate $242,030 in local funding and $320,190 in private funds; and
WHEREAS, CSBG funding in Woodbury County generates $16,596 in-kind goods and services and donated items; and
WHEREAS, the Community Action Agency of Siouxland receives $304,833 in CSBG funds to provide innovative programs and leverage funding to meet locally determined needs; and
WHEREAS, President Obama has proposed a 50% reduction of the CSBG funding and made the remaining funds competitive instead of continuing the current allocation formula; and
WHEREAS, the Board of Supervisors is supportive of the Congress reducing the federal deficit;
THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors supports the positive impact of CSBG in the State of Iowa and opposes action by Congress or the President to reduce CSBG funding disproportionately compared to the rest of the federal domestic discretionary budget.

Bid letting was held at 10:25 a.m. for corrugated metal pipe culverts for Secondary Roads Dept.  The bids were as follows:

Motion by Clausen second by Boykin to receive the bids and submit to the county engineer for review and recommendation.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve the Contract for Bridge Replacement Number BROS-CO97(104)—8J-97 (Federal Aid Bridge Replacement Funds) on 180th Street with Graves Construction Co, Inc., Spencer, IA, per recommendation of Mark Nahra, Secondary Roads Dept..  Carried 5-0.  Copy filed.

There was no action taken to approve the LeGrand Real Estate Proposal to sell County Property.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until March 15, 2011.
