APRIL 12, 2011 — FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 12, 2011 at 10:00 a.m.  Board members present were Boykin, Monson, Clausen, Tripp, and Smith. Staff members present were:  Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Smith second by Boykin to approve the minutes of the April 5th, 2011 Board meeting.  Carried 3-0; Clausen and Tripp abstained.  Copy  filed.

The Board approved the Reclassification of Brent Eickholt, Civilian Jailer, Sheriff Dept., $19.38/hour, 10.9%=$1.90/hour, effective 04-30-11.    Per CWA Civilian Officers Contract agreement, from Class 1 to Sr. Class.  Copy filed.

The Board approved the Reclassification of Mary Hagan, Youth Worker, Juvenile Detention Dept., $20.53/hour, 5.6%=$1.08/hour,  effective 04-30-2011.  Per AFSCME Juvenile Detention Contract agreement, from Grade 1/Step 4 to Grade 1/Step 5.   Copy filed.
 
The Board approved the Reclassification of Brenda Sopoci, P/T Youth Worker, Juvenile Detention Dept., $19.45/hour, 17%=$2.83/hour,  effective 04-30-2011.  Per AFSCME Juvenile Detention Contract agreement, from Grade 1/Step 3 to Grade 1/Step 4.   Copy filed.

The Board approved the Reclassification of Diane Murphy, assistant County Attorney, Attorney Dept., $57,648/year, 4.8%=$2,645/year,  effective 04-30-2011.  Per AFSCME Asst. County Attorney Contract agreement, from Step 3 to Step 4.   Copy filed.

Motion by Boykin second by Tripp to receive County Auditor’s Quarterly Report.  Carried 5-0.  Copy filed

Motion by Boykin second by Smith to approve abatement for the following taxes that are uncollectable or impractical to pursue collection through tax sale of personal judgment, per recommendation of County Treasurer Michael Clayton:

1. Bagoes Nonot Wijanrko, This mobile home has been transferred per 555C.3 by Affidavit of Valueless Mobile Home, by the mobile home park.        Taxes total $406.00 plus interest and costs.

In addition, please abate the Building on Leased Land Tax for same.  Parcel  #884730326959.  Taxes total $98.00 plus interest and costs.

Carried 5-0.

There was a discussion to offer a lease to Siouxland Youth For Christ to operate the Courthouse Cafeteria.

A public hearing was held at 10:15 a.m. for the sale of property parcel #901235 (1600 30th St., Sioux City). 

The Chairman called on anyone wishing to be heard. 
 
Mark Harman (3000 Kensington Ct.) asked about possible assistance in removing trees from these properties.  The Board explained that there was none available.

Motion by Boykin second by Smith to close the hearing.   Carried 5-0.
 
Bradley & Charlotte Gorter offered a bid of $1.00 plus costs.

Motion by Tripp second by Boykin to approve the sale of this parcel to Bradley & Charlotte Gorter (3004 Kensington Ct.) for the amount of $1.00 plus recording fees, for real estate parcel #901235 (1600 30th St, Sioux City).  Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By    Bradley & Charlotte Gorter______in the sum of Twenty-Seven Dollars & 00/100 ($27.00)-----------------------------------------------------dollars.

For the following described real estate, To Wit:

Lot Twenty-One of the Viking Village Ninth Addition, City of Sioux City,
Woodbury County, Iowa

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Boykin second by Smith to approve and Authorize the Chairman to sign a Resolution approving suspension of taxes for Nancy Ingalls, 1720 W. 3rd St, Sioux City, Parcel #894730287006.  Carried 5-0.

WHEREAS, Nancy E. Ingalls, is the titleholder of a property located at 1720 W. 3rd Street City of Sioux City,  Woodbury County, Iowa, and legally described as follows:

Lot Three (3) Block Fifteen (15)    Hornicks  Addition, City of Sioux City, Woodbury County, Iowa
                         
WHEREAS, Nancy E. Ingalls  as titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Richard Hammann discussed improvements to County Route D50 (250th St.) in Miller Township with the Board.

Motion by Smith second by Boykin to approve and authorize the Chairman to sign a fiscal year 2012 Iowa DOT budget, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to approve the FY 2012-2016 Construction Program for Secondary Roads Dept., per recommendation of Mark Nahra, County Engineer with addition of improvements to County Road D-50 (250th St.).  Carried 4-1; Clausen opposed. 

Presentation of Automating Time Off and Overtime/Comp Requests through the Computerized Time Card System by Jean Jessen, Auditor’s Office.

Discussion of Migration of Salaried Employees to the Computerized Time Card System with Jean Jessen, Auditor’s office.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until April 19, 2011.
