AUGUST 23, 2011 — THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 23, 2011 at 10:00 a.m.  Board members present were Monson, Clausen, Tripp and Smith, and Boykin.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Smith second by Tripp to approve the minutes of the 08/16/2011 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the appointment of Steven A. Hofmeyer, Deputy Commissioner of Elections, $55,000/year, effective 08/22/2011.  Appointed Deputy, per County Auditor.  Copy filed.
 
The Board approved the appointment of Travis L. Hutzell, Civilian Jailer, County Sheriff Dept., $16.24/hour, effective 08/24/2011.  Job vacancy posted 06/01/2011.  Entry level salary: $16.24/hour.  Copy filed.

The Board approved the appointment of Melissa M. Miller, HR Clerk II, Human Resources Dept., $13.42/hour, effective 08/24/2011.  Job vacancy posted 06/15/2011.  Entry level salary: $13.42/hour.  Copy filed.

The Board approved the separation of Amy F. Strim, Civilian Jailer, County Sheriff Dept., effective 09/07/2011.  Resignation.  Copy filed.

The Board approved the reclassification of Leila L. McCoy, Case Manager, Social Services Dept., $18.46/hour, effective 09/16/2011.  Per Wage Plan Matrix, end of probation salary increase.  Copy filed.

The Board approved the reclassification of Kristine M. Timmins, Assistant County Attorney, County Attorney Dept., $68,638/year, effective 09/17/2011.  Per AFSCME Assistant Attorney Contract Agreement, from Step 6 to Step 7.  Copy filed.

The Board approved the separation of Steven M. Saunders, Civilian Jailer, County Sheriff Dept., effective 09/30/2011.  Retirement.  Copy filed.

Motion by Smith second by Boykin to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for two Civilian Jailers, County Sheriff Dept., CWA Civilian Officers, $16.24/hour.  Carried 5-0.  Copy filed.

Motion by Boykin second by Clausen to approve awarding the annual actuarial valuation services for GASB45 to Nyhart, per recommendation of Gloria Mollet, Human Resources.  Carried 5-0.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Resolution approving a petition for suspension of taxes for Michael Anderson, 3117 Garretson Avenue, Sioux City.  Carried 5-0.

RESOLUTION APPROVING PETITION
FOR SUSPENSION OF TAXES

WHEREAS, Michael Anderson  is the titleholder of  property located at 3117 Garretson Ave., City of Sioux City,  Woodbury County, Iowa, and legally described as follows:  
    
Parcel #  8847 06 103 022

Lot Nineteen (19) Block N Peters Place Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Michael Anderson  is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Notice of Termination of Farm Tenancy for Frank Welte II, Western Slopes Farm, effective 12/01/2011.  Carried 5-0.  Copy filed.

The Board discussed County vehicle title retention with Dennis Butler, County Budget/Tax Analyst. 

Motion by Boykin second by Clausen to approve adopting a vehicle title policy for all County departments, excluding Siouxland District Health, to have all vehicles purchased/acquired for County use, titled to Woodbury County, and the original vehicle title will be submitted and retained by the County Auditor’s office, in a fire-proof locked safe.  Carried 5-0.  Copy filed.

Motion by Tripp second by Clausen to make the effective date to have vehicle titles turned over to the Auditor’s Office as of September 30th, 2011.  Carried 5-0.

Motion by Clausen second by Smith to approve and authorize the Chairman to sign a Resolution accepting Iowa’s Rooster Ridge Addition, a minor subdivision, GIS parcel #894233300006, into Woodbury County, per recommendation of John Pylelo, County Planning and Zoning Administrator.  Carried 5-0.  Copy filed.

RESOLUTION ACCEPTING AND APPROVING
IOWA’S ROOSTER RIDGE ADDITION
A MINOR SUBDIVISION
TO WOODBURY COUNTY, IOWA

WHEREAS, THE OWNERS AND PROPRIETORS DID ON THE 1ST DAY OF JULY, 2011, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION A CERTAIN PLAT DESIGNATED AS IOWA'S ROOSTER RIDGE ADDITION, A MINOR SUBDIVISION TO WOODBURY COUNTY, IOWA; AND
 
WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND
 
WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND
 
WHEREAS, THE COUNTY ENGINEER OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT.
 
NOW THEREFORE, BE, AND IT IS HEREBY RESOLVED BY THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, THAT THE PLAT OF IOWA'S ROOSTER RIDGE ADDITION, A MINOR SUBDIVISION TO WOODBURY COUNTY, IOWA BE, AND THE SAME IS HEREBY ACCEPTED AND APPROVED, AND THE CHAIRMAN AND SECRETARY OF THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, ARE HEREBY DIRECTED TO FURNISH TO THE OWNER AND PROPRIETOR A CERTIFIED COPY OF THIS RESOLUTION AS REQUIRED BY LAW.

Motion by Tripp second by Clausen to approve and authorize the Chairman to sign a letter of agreement between Woodbury County and the City of Sergeant Bluff, combining city precinct with township precinct, per recommendation of Patrick F. Gill, County Auditor/Recorder/Commissioner of Elections.  Carried 5-0.  Copy filed.

There were no bids received for the sale and removal of a 50x60’ metal building located at 5656 Harbor Drive, Sioux City.

Motion by Tripp second by Smith postpone action for the sale and removal of a 50x60’ metal building located at 5656 Harbor Drive, Sioux City.  Carried 5-0.

The Board presented a Resolution thanking and commending County employee Gary W. Worrell, for his years of service to Woodbury County.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a letter to the Iowa Department of Veteran Affairs, confirming receipt of the state requirements for Woodbury County’s Veteran Affairs Office and expenditure guidelines for the state allocation of $10,000, per recommendation of Danielle Dempster, Veteran Affairs Executive Director.  Carried 5-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
 
Motion by Smith second by Tripp to approve and authorize the Chairman to sign a Resolution approving the appointment of Steven A. Hofmeyer as Deputy County Auditor.  Carried 5-0.  Copy filed.

WHEREAS,   Patrick F. Gill requests the Board of Supervisors approve the appointment of, Steven A. Hofmeyer as deputy, in the Woodbury County Auditor’s Office effective, August 22, 2011.

WHEREAS, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for the appointment of, Steven A. Hofmeyer as deputy, in the Woodbury County Auditor’s Office effective, August 22, 2011.
